As part of Singapore's ongoing energy import strategy, the Energy Market Authority has conditionally approved the transfer of 1GW of clean energy from Cambodia to Singapore. Singaporean energy group Keppel Energy was approved and builds on a memorandum of understanding on energy cooperation signed between the two countries in 2022. Imported energy will prioritize solar power, as well as the potential for hydropower and wind power, backed by battery storage systems. It will be transported to Singapore via more than 1,000 kilometers of submarine cables.

In September 2022, PV Tech Premium participated in Singapore's plan to import 4GW of renewable energy by 2035. The city-state lacks available land for renewable energy projects and currently generates the vast majority of its electricity from natural gas.

The country will also form one end of the proposed Australia-Asia Power Link, a cross-border subsea initiative to deploy the world's largest solar project and transmit between 17GW and 20GW between northern Australia and Singapore . The company behind it, Sun Cable, recently entered voluntary administration.
The EMA issued a request for proposals in July 2022 for projects that contribute to the achievement of Singapore's goals, the first conditional approval granted by Keppel under the scheme. The RFP will run until December 2023, and the EMA said it would seek to continue granting licenses to suitable projects.
