On August 8, 2024, Huludao City, Liaoning Province, held a grand mobilization meeting for the concentrated start of key projects in the third quarter of 2024, and 68 key projects with a total investment of 9.723 billion yuan officially kicked off the construction. The concentrated start-up activities were carried out simultaneously at the main venue of Huludao and the venues of counties, cities and districts via video link, demonstrating Huludao City's firm determination and strong motivation in promoting high-quality development.

At the start-up mobilization meeting, Yang Junsheng, secretary of the municipal party committee, announced the official launch of the event, and Mayor He Zhiyong delivered a speech, requiring all regions and departments to further strengthen the concept of project-oriented, provide the best services for project construction, and ensure the smooth progress of the project. He emphasized that the whole city should take this as an opportunity to fight for reality, fight for high-quality projects in the third quarter, and achieve the annual development goals.

The 68 key projects that started this time covered multiple fields, including infrastructure construction, industrial upgrading, and improvement of people's livelihood. Among them, the Phase I project of Weiduo New Materials Pesticides and Pesticide Intermediates has attracted much attention as one of the key projects for Huludao City to build a 100 billion-level basic chemical and fine chemical industry cluster. The project has a total investment of 1.8 billion yuan and will be built in two phases. The production capacity of the Phase I project is 45,400 tons, and the planned output value can reach 2 billion to 2.5 billion yuan. After the project is fully put into production, it is expected to achieve an output value of 3 billion to 4 billion yuan, a profit and tax of about 400 million yuan, and drive employment of about 500 people.

Since the beginning of the year, Huludao City has planned to implement 605 key projects with a total investment of more than 5 million yuan, with a total investment of 257.16 billion yuan, the highest in history. As of the end of July 2024, 479 projects have been started and resumed, with a resumption rate of 79.2% and a total investment of more than 200 billion yuan. This series of achievements has been achieved thanks to the continuous "100-day tough battle" action carried out by Huludao City, as well as a series of powerful measures such as strengthening top-level design, adhering to goal guidance, and optimizing approval processes throughout the city.

Huludao City is making every effort to promote the construction of key projects with a sense of urgency and a fighting spirit to provide strong support for the three-year action plan for comprehensive revitalization and new breakthroughs.
