On September 19, 2024, the Hebei Provincial Public Service Platform for Tendering and Bidding officially announced the EPC general contracting results of two 250MW offshore wind power projects, Xiangyun Island and Tangshan Shunhuan Xiangyun Island, by Hebei Construction Investment. China Power Construction East China Survey and Design Institute Co., Ltd., with its professional strength, independently won the bid for the Xiangyun Island project of Hebei Construction Investment Group, with a total contract price of 1.963 billion yuan, demonstrating the company's leading position in the field of offshore wind power. At the same time, the company joined hands with Hebei Electric Power Survey and Design Institute Co., Ltd. of China Power Construction Group to jointly win the bid for the Tangshan Shunhuan Xiangyun Island project, with a bid amount of 1.527 billion yuan, further consolidating the competitiveness of both parties in the offshore wind power market.
Both projects are planned to have a total capacity of 250MW, with 30 8.5MW wind turbines planned to be installed each, aiming to enhance the clean energy supply capacity through large-scale construction. In addition to wind turbines, the Xiangyun Island project of Hebei Construction Investment will also be equipped with key facilities such as a 220kV offshore rising voltage station, power collection submarine cables, and onshore centralized control center. It is expected to start the construction of the onshore centralized control center in November 2024, and the main project will start in March 2025, with all units connected to the grid for power generation by December of the same year.
The Tangshan Shunhuan Xiangyun Island project focuses on the construction of offshore power collection systems and shares resources with the Jiantou Xiangyun Island project in terms of offshore boosting stations and onshore centralized control centers to achieve optimized resource allocation. The project is also scheduled to start the construction of the first wind turbine foundation in March 2025, and plans to complete the grid connection of all units before the end of the year to ensure the efficient progress of the project.
The smooth progress of the two projects not only marks a new stage in the development of offshore wind power in Hebei Province, but also lays a solid foundation for promoting the transformation of local energy structure and achieving green and low-carbon development.
