Chinese companies focus on "technology introduction+local production" in their projects. In September 2025, an important industrial project was officially launched in the Zh Жамбылской области region of Kazakhstan - a sugar factory with an annual production capacity of 120000 tons. This project is led by Chinese enterprises and will not only fill the gap in local agricultural product processing capacity, but also become another benchmark for pragmatic cooperation in the field of agriculture between China and Kazakhstan. The investment, technological planning, and social benefit data behind it clearly demonstrate the deep empowerment of Chinese enterprises for local development.
The exclusive investor of the sugar factory project is Zhongkai Guoyuan (Anhui) Industrial Investment Co., Ltd., which is the core driving force behind the project from planning to implementation. In terms of investment scale, the total investment amount injected by the enterprise into the project is 200 million US dollars, which is at a leading level in the field of agricultural deep processing in Kazakhstan. This funding scale provides sufficient financial support for the phased construction, introduction of automation equipment, and subsequent operation of the project.
Chinese enterprises have fully integrated Kazakhstan's agricultural resource endowment into project planning, creating a complete industrial chain of "raw material processing diversified output market coverage". In terms of raw material processing capacity, after the completion of the project, the sugar factory can process 1 million tons of sugar beets per year, which will directly solve the pain point of "insufficient processing capacity after a bumper sugar beet harvest" in Kazakhstan. According to data from the Ministry of Agriculture of Kazakhstan, the daily total processing capacity of the country's four sugar beet processing enterprises is only 8.7 thousand tons. However, in 2024, the local sugar beet will have a record harvest, and the processing gap is

significant. The processing scale of the Chinese enterprise project is equivalent to adding nearly 3000 tons/day of processing capacity to the local area, which can fully undertake the supply of sugar beet raw materials in the region; In terms of diversified product production capacity, in addition to core products, the project achieves "one material, multiple outputs": it can produce 80000 to 130000 tons of white sugar annually, as well as 72000 tons of sweet rapeseed meal (which can be used as high-quality feed raw materials) and 54000 tons of syrup, forming a value loop for deep processing of agricultural products and avoiding resource waste; In terms of market coverage, the project output can not only meet 100% of Kazakhstan's domestic demand for sugar, but also be exported to neighboring countries such as Kyrgyzstan, Uzbekistan, Tajikistan, Russia, and China. It is expected to occupy an important share of the sugar export market in Central Asia and help Kazakhstan upgrade from an "agricultural product producer" to an "agricultural product exporter".
Chinese enterprises focus on the dual wheel drive of "technology introduction+local employment" in projects, providing practical support for local industrial upgrading and people's livelihood improvement. In terms of automation technology application, the project will introduce a complete set of automated production technology, covering the entire process of sugar beet cleaning, refining, sugar production, and by-product processing. Compared with traditional processing equipment in Kazakhstan, automation technology can improve production efficiency by more than 30%, while reducing energy consumption and product quality fluctuations, promoting the transformation of the local sugar processing industry from "traditional mode" to "modern standards"; In terms of job contribution, after the completion of the project, it will directly create about 400 stable job positions, covering multiple fields such as production operation, equipment maintenance, quality inspection, logistics management, etc. These positions will be prioritized for recruitment to local residents in Zhan Jia Bu state, and are expected to drive nearly 2000 indirect employment opportunities in the surrounding areas (such as sugar beet cultivation, transportation services and other supporting industries), significantly improving the income level of local residents.

Kazakhstan's Minister of Agriculture, Adalbek Saparov, clearly stated at the project commencement ceremony that the project is a "new milestone in China Kazakhstan cooperation" and a "model of successful partnership". To ensure the smooth progress of the project, the Kazakhstan government will provide comprehensive support, including tax reductions, tariff preferences, special subsidies and other policies. Behind these supports is a high recognition of the investment strength of Chinese enterprises and the scientific planning of projects. From a data perspective, the sugar factory project led by Chinese enterprises is not only a simple capital investment, but also a comprehensive empowerment of "resource integration+technology output+employment drive". It not only solves the practical problems of agricultural development in Kazakhstan, but also provides a replicable example for Chinese enterprises to participate in industrial cooperation with Central Asian countries. In the future, with the phased implementation of the project, its driving role in China Kazakhstan economic and trade cooperation and regional economic development will be further highlighted.
