The project was won by middling coal Construction and Installation Engineering Group Co., Ltd., with a bid price of 3.412 billion yuan. Heishan Open pit Coal Mine of Xinjiang Company is located in the south foot of Tianshan Mountain, northwest of Toksun County in Turpan, about 90km away from the county seat of Toksun County, about 65km away from Ürümqi City in the north, about 55km away from Yuergou Station of Southern Xinjiang railway in the southeast, and 25km away from Aiweigou Coal Mine in the south. The Administrative division is under the jurisdiction of Toksun County, Turpan Prefecture, Xinjiang. Geographic coordinates: East longitude: 87 ° 21 ′ 30 ″~87 ° 38 ′ 30 ″, North latitude: 43 ° 12 ′ 30 ″~43 ° 16 ′ 00 ″. Central geographic coordinates: 87 ° 30 ′ 00 ″ E, 43 ° 14 ′ 15 ″ N. There is a Gobi dirt road in the mining area that connects with Provincial Highway 103, and it is 25km south (SE15 °) to reach the Aiweigou Coal Mine, with convenient transportation conditions. There are mainly Quaternary loose rock and Jurassic sedimentary Clastic rock in the mining area. The former is loose rock group, and the latter is divided into hard and soft rock group. The distribution of each engineering geological rock group is consistent with the thickness and stratum division. According to the firmness of the stripped rock layer, the average Proctor's coefficient is 6.
