[Baiyun Technology Innovation Center Project Groundbreaking and Construction] Recently, the Baiyun Technology Innovation Center project officially laid the foundation and started construction in the third phase of Guangzhou Design Capital. As a key industrial platform developed and constructed by Guangzhou Qixin Investment and Development Co., Ltd., a subsidiary of Baiyun Financial Holdings, the project has a total investment of approximately 1.16 billion yuan and a total construction area of 96000 square meters. It is expected to be completed and put into use in early 2028. This center is an important carrier in the layout of the "6+6+X" modern industrial cluster in Baiyun District. It will focus on the new generation of information technology, commercial aerospace, high-end equipment manufacturing and other scientific and technological innovation industries, and is committed to cultivating high-quality enterprises and building a "growth cradle" for regional scientific and technological innovation. • Recently, the Weifang to Zoucheng Expressway Weifang to Yiyuan section and Changle connecting line project, invested and constructed by Shandong Expressway Group, received preliminary land use approval from the Ministry of Natural Resources. It only took 23 working days from obtaining preliminary design approval to obtaining preliminary land use approval, laying a solid foundation for smooth construction. Since obtaining the preliminary design approval, the project preparation team has organized multiple special meetings with relevant units such as survey and demarcation, inventory and evaluation to discuss organizational plans, arrange dedicated personnel to monitor the progress in real time, strengthen communication and cooperation with government departments at all levels along the line, concentrate on tackling obstacles and difficulties, strengthen policy research, and efficiently promote milestone work such as inventory and evaluation. In this project, the Weifang to Yiyuan section has a total length of 84.61 kilometers, starting from the Baifenzi hub where the Weiri Expressway intersects with the Weiqing Expressway and ending at the Linlin Expressway east of Yuezhuang Town, Yiyuan County, Zibo; The Changle connecting line has a total length of 23.03 kilometers, starting from the Jiwei Expressway in the northwest of Honghe Town, Changle County, Weifang, and ending at the Weizhou Expressway in the east of Dasheng Town, Anqiu City. The consortium formed by East China Survey and Design Institute Co., Ltd. of China Electric Power Construction Group and China Water Resources and Hydropower Sixth Engineering Bureau Co., Ltd. has successfully won the bid with a bid price of 427 million yuan. This project includes four major sections: main channel management, branch channel management, special improvement, and information technology engineering. The main ditch treatment will build a 3.4-kilometer flood channel slope protection and bottom protection, and a 0.8-kilometer embankment; The management of the tributary involves the construction of 6.57 kilometers of ecological revetment; The special upgrading project will build 18.135 kilometers of patrol roads; The information technology project will build a digital twin base plate and a flash flood warning system. Six companies participated in this bidding process, and after evaluation, four companies entered the final stage. The joint venture of China Electric Power Construction East China Institute is far ahead with a comprehensive score of 92.38 points.
