[Hangzhou Lin'an optimizes the allocation of photovoltaic resource elements]On December 5, 2025, the Development and Reform Bureau of Lin'an District, Hangzhou City, Zhejiang Province, responded to the relevant suggestions of the Fourth Session of the 17th People's Congress of the district, clarifying that it will further optimize the allocation of photovoltaic project resources and elements, coordinate the planning of photovoltaic development during the 15th Five Year Plan period, and promote the coordinated development of photovoltaics, energy storage, and power grid systems. The reply letter pointed out that Lin'an District will actively explore the photovoltaic development model with the participation of multiple entities, and encourage rural collective economic organizations to participate in the investment and operation of new energy projects through various means such as land use rights equity participation and joint ventures in accordance with the law.
