It is explicitly stipulated that projects included in the annual construction list must achieve substantial construction within 6 months after the list is announced, and be completed and connected to the grid within 12 months. The substantial commencement of construction is marked by the completion of the first quality supervision inspection and the pouring of the first tank of concrete for important facilities such as energy storage systems. The completion of grid connection is marked by obtaining the grid connection notice from the power grid enterprise.
