The "Plan" pointed out that the biomass power generation projects declared for the central subsidy in 2021 are divided into non-competitive allocation projects and competitive allocation projects. After January 20, 2020 (inclusive), the projects in which all units are completed and connected to the grid in the current year but are not included in the scope of subsidies in 2020 and the projects that start construction before the end of 2020 and all the units are completed and connected to the grid before the end of 2021 are non-competitive configuration projects; 2021 After January 1st (inclusive), the newly started projects in the current year are competitive allocation projects.
The document also pointed out that the total amount of central subsidy funds for biomass power generation in 2021 will be 2.5 billion yuan, of which: central subsidy funds for arranging non-competitive allocation projects are 2 billion yuan; central subsidy funds for arranging competitive allocation projects are 500 million yuan (including: Arrange for agricultural and forestry biomass power generation and biogas power generation competition allocation project subsidy fund of 300 million yuan, arrange waste incineration power generation competition allocation project subsidy fund of 200 million yuan).
At the same time, in the central-district sharing rules, the "Plan" stated that all units will be connected to the grid before September 11, 2020 (the "Implementation Plan for Improving the Construction and Operation of Biomass Power Generation Projects" (Fagai Energy [2020] No. 1421) issuance time) The subsidy funds for the project are all borne by the central government. After September 11, 2020 (inclusive), the subsidy funds for all grid-connected projects will be shared by the central and local governments. The central support ratios for different types of projects will be reasonably determined according to the eastern, central, western and northeastern regions, and the local governments will solve the shared funds through multiple channels. . Local organizations should commit to the implementation of the local share of funds for biomass power generation projects before applying. Projects in provinces that have not made a commitment cannot be included in the scope of central subsidies.

The central region (Hebei, Shanxi, Anhui, Jiangxi, Henan, Hubei, Hunan) agricultural and forestry biomass power generation and biogas power generation projects have a central support ratio of 60%; waste incineration power generation projects have a central support ratio of 40%.
In the eastern region (Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong) the central support ratio for agricultural and forestry biomass power generation and biogas power generation projects is 40%; the central support ratio for waste incineration power generation projects is 20%.
