——Energy services for the benefit of the people. The per capita electricity consumption of urban and rural residents has increased to more than 900 kWh, the pipeline natural gas has covered more than 66% of the flags (counties and districts), and the clean heating coverage has exceeded 80%. The general energy service level represented by "access to electricity" has been significantly improved.
Expand the wind-solar hydrogen storage industry and cultivate new growth poles of modern energy
Efforts will be made to build a wind energy industry cluster. By 2025, localized production of key components such as main bearings, gearboxes, generators, and blade materials will be achieved. Strive to build a photovoltaic industry cluster. Support the cultivation of hydrogen energy industry clusters. By 2025, the key core components of hydrogen energy will be produced locally, and the total output value of the hydrogen energy industry will strive to reach 100 billion yuan.
Support the cultivation of energy storage industry clusters. By 2025, the production scale of energy storage equipment will reach 10 million kWh, and the core components of energy storage will be fully produced on-site, forming an energy storage manufacturing industry cluster with an output value of 100 billion yuan.
Wind-solar hydrogen storage industry cluster
Wind energy industry cluster: focus on building Baotou Rare Earth High-tech Zone, Baotou Guyang and Damao Banner, Tongliao High-end Equipment Manufacturing Industrial Park, Ulanqab Modern Energy Innovation Demonstration Park, Ulanqab Zero-Carbon Industrial Park, Ordos Zero-Carbon Industrial Park , Bayannaoer Economic and Technological Development Zone and other wind power key components manufacturing and complete machine manufacturing base.

Implement the new energy multiplication project and build a new modern energy center
By 2025, take the lead in building an energy supply system with new energy as the mainstay in the country.
