On July 17, 2025, Shapknov Serik, Governor of Atyrau Region of Kazakhstan, led a delegation to visit the Beijing headquarters of CNNC Huineng, and the two sides held high-level talks on promoting the development of new energy industries in Atyrau Region. Zhang Yan, Secretary of the Party Committee and Chairman of CNNC Huineng, and Ouyang Zhaohui, Member of the Party Committee and Deputy General Manager, attended the meeting to discuss the new blueprint for green energy cooperation between China and Kazakhstan.

Chairman Zhang Yan said in the meeting that as a professional new energy platform under China National Nuclear Corporation, CNNC Huineng has always actively responded to the Belt and Road Initiative, and has achieved remarkable results in international development in recent years. The company attaches great importance to the strategic cooperation with Kazakhstan, and as an important energy base in Kazakhstan, Atyrau Oblast's new energy development plan is highly consistent with the international business layout of CNNC Energy Co., Ltd. The company looks forward to giving full play to its technical advantages and rich experience in wind power, photovoltaic and other fields, establishing a long-term and stable strategic cooperative relationship with the Atyrau regional government, and jointly exploring cooperation opportunities in the fields of new energy project development and smart grid construction.

Governor Shapknov Sherik gave a detailed presentation on the energy development plan of the Atyrau region. He pointed out that as Kazakhstan's largest oil-producing region, Atyrau Oblast is actively promoting the transformation of its energy structure, and plans to increase the proportion of renewable energy to 15% by 2030. The state government will provide all-round policy support such as land approval and tax incentives for CNNC, and establish a special work docking mechanism to ensure the efficient progress of cooperation projects.

It is reported that the meeting is another in-depth exchange after the signing of the memorandum of cooperation between the two sides. According to the plan, CNNC plans to invest in the construction of a wind-solar complementary project with a total installed capacity of 500MW in Atyrau Oblast, and the first phase of the 100MW demonstration project is expected to be put into operation in 2026. When completed, the project will reduce carbon dioxide emissions by about 800,000 tons per year and create 300 local jobs.

Analysts pointed out that this cooperation will not only help Kazakhstan's energy transition, but also another important practice of CNNC's practice of green development along the Belt and Road, and will set a benchmark for new energy cooperation in Central Asia.
