On July 10, 2023, the power limiting test of the second batch of units of the Bulqin River Basin Water, Wind and Storage Integration Project was successfully completed, marking the full capacity grid connected power generation of the Bulqin River Basin Water, Wind and Storage Integration Project and the first wind power project approved, started and put into operation in Altay Prefecture in the same year.

Since the start of the project in August 2022, all the builders of the fifth hydropower bureau have united and taken the initiative, overcoming the complexity of power generation procedures, long processes, multiple stakeholders, complex coordination, and limited construction window period. Especially, they have encountered difficulties such as the once in 40 year extreme low temperature weather of minus 40 degrees Celsius, fully promoting the excellent style of the people of the fifth hydropower bureau who dare to fight hard battles and are good at fighting hard battles, The first group of units will be successfully connected to the grid for power generation on December 25, 2022, and the full capacity will be connected to the grid for power generation on July 10, 2023, creating the fastest speed of wind power construction in Altay Prefecture.

Located in Burqin County, Altay Prefecture, the site of the integrated project of water, wind, solar energy, storage and multi energy in the Burqin River Basin has a total installed capacity of 100 megawatts and 16 6.25 megawatt wind turbine generators, which will be the largest wind turbine generator unit successfully connected to the grid on land in China in 2022. The project site is located south of Provincial Highway S319, with convenient transportation. The project also constructs a 110 kV booster station, equipped with 20 MW/40 milliwatt hour energy storage facilities. After the 110 kV booster station gathers 100 MW wind power installed in the site, it is connected to the existing Three Gorges 220 kV collection station through one 110 kV line, and then transmitted to the Burqin 750 kV substation through the 220 kV line. After full capacity grid connection, the annual power generation is about 325 million kilowatt hours, saving 99200 tons of standard coal, and reducing carbon dioxide emissions by about 270600 tons, playing a positive role in promoting the green transformation of local energy structure and economic development.
