On March 19, 2024, the Development and Reform Commission of Zhoushan City, Zhejiang Province officially announced the Announcement on Competitive Configuration of the Putuo 2 # Offshore Wind Farm Project in Zhoushan City.

Project Overview

The Putuo 2 # Offshore Wind Farm Project in Zhoushan City is located on the south side of the Tiaoshanmen Waterway in Putuo District, Zhoushan City, with a central offshore distance of approximately 42 kilometers. The water depth in the sea area where the project is located is between 15 and 20 meters, providing suitable natural conditions for the construction of wind farms. The entire site covers an area of 49 square kilometers and has a considerable potential for development, approximately 400MW.

To ensure the smooth progress of the project, the development enterprise needs to meet a series of conditions. Firstly, the enterprise must sign a project investment agreement with the Putuo District Government within 60 natural days of obtaining the project development rights, specifying and committing to the implementation of all matters. If the agreement is not signed within the deadline, the project development rights of the enterprise will be cancelled, and Putuo District will choose a new project development owner. In addition, participating enterprises also need to have sufficient financial strength and financing ability, and their net assets should reach over 10 billion yuan by the end of 2022. At the same time, enterprises also need to have offshore wind power projects with a production capacity of 2 million kilowatts or more nationwide, or 500000 kilowatts or more in Zhejiang Province.

Competitive application requirements

The bidding application requirements for wind farm projects are strict. Enterprises need to submit authentic and complete application materials, and meet conditions such as funding, development performance, and performance credit. The evaluation team will conduct qualification review and comprehensive evaluation, and ultimately determine the enterprise with the highest comprehensive evaluation to obtain the project development right. Selected enterprises need to sign an investment agreement with the Putuo District Government to ensure the smooth progress of the project. This requirement aims to select high-quality enterprises and promote the development of offshore wind power industry.
