On the morning of April 2, 2024, the Party Group of the National Energy Group held a meeting to deeply study the spirit of the Political Bureau of the Communist Party of China Central Committee and the guidance of the National Energy Administration on energy work in 2024, and to explore implementation measures. The meeting was presided over by Liu Guoyue, Secretary of the Party Group and Chairman of the Group, with the participation of leaders such as Yu Bing, Wang Min, Fu Zhenbang, Yang Peng, and Xu Xinfu.

The meeting stressed that it is necessary to earnestly study and implement the National Energy Administration's Guiding Opinions on Energy Work in 2024, deeply implement the new energy security strategy of "four revolutions and one cooperation", comprehensively implement the "136" development strategy of the Group, and contribute to promoting the energy cause to be in the forefront of Chinese path to modernization.

We must focus on ensuring energy security, focus on serving the national development strategy, use coal to ensure energy security, use coal-fired power to ensure power stability, and promote the implementation of the national strategic tasks of coal to oil and coal chemical industry through the combination of coal, oil and gas storage, oil and chemical industry, and emergency response.

Secondly, we must focus on promoting green and low-carbon development, anchoring the annual goal of "starting 28 million kilowatts of new energy, striving to put 27 million kilowatts into production, and accounting for 40% of renewable energy installed capacity", accelerating the development of the "five modernizations" of new energy, and promoting the construction of a large renewable energy base.

We must focus on strengthening scientific and technological innovation, adhere to the "three stricts" and "three non stricts", promote the "ten major scientific and technological projects" to drive overall scientific and technological innovation, cultivate "specialized, refined, unique, and new" enterprises, promote the application of new technologies such as "coal quality rapid inspection", and build a world-class leading enterprise in clean and low-carbon energy science and technology.

We must focus on deepening integrated operations, deeply aligning with regional coordinated development, major regional strategies, main functional area strategies, and new urbanization strategies, and fully leverage the unique advantages of the group company's integration of coal, electricity, oil, gasification, production, transportation, sales, and storage.

Fifthly, we should focus on expanding international cooperation, implement the eight actions of high-quality joint construction of the the Belt and Road, deepen our efforts in Southeast Asia, Russia, Mongolia, Central Asia and other regions, further expand international markets in the Middle East and Europe, and build a number of benchmark projects.
