In 2024, Heilongjiang Province actively invested in erosion gully management, with a total investment of 5.492 billion yuan, of which Chinese bond funds accounted for an important share of 4.359 billion yuan. Within the plan, Heilongjiang Province will implement the management of 12,000 erosion gullies, aiming to improve the ecological environment and protect land resources.

At present, 86 erosion gully control projects across the province have been fully started, with an operating rate of 100% and a completed investment of 280 million yuan. This progress reflects the determination and action of Heilongjiang Province in the management of erosion gullies.

The Heilongjiang Provincial Party Committee and Provincial Government attaches great importance to the management of erosion gullies and clearly requires that the construction tasks of all national debt projects must be completed before the end of the year. To this end, the Provincial Party Committee’s Economic Work Conference and the Government Work Report have listed the annual erosion gully management task as a key task for deployment and advancement.

In order to ensure the smooth progress of the governance work, the Provincial Department of Water Resources established a special working group and established a closed-loop working mechanism with four systems: leadership responsibility, work promotion, supervision and inspection, and assessment and evaluation. Through the implementation of weekly statistics, ten-day reminders, monthly reports, and timely interview scheduling management, we can effectively follow up and supervise the implementation of various measures to ensure the efficient advancement of project construction.

In addition, the Provincial Department of Water Resources also organized special training to improve the professional capabilities of technical personnel, and established 9 swab technical service groups to go deep into cities and counties to guide preliminary work and provide strong technical support for erosion gully control.

At the same time, Heilongjiang Province has incorporated erosion gully management into multiple assessment systems such as special supervision of the river and lake chief system, supervision and inspection of water conservancy projects, municipal-level river and lake chief system assessment, and water and soil conservation target responsibility assessment to consolidate the incentive mechanism and ensure governance work quality and effect.

Various localities have also responded actively and formulated special action plans to strengthen the management of construction progress, quality and safety to ensure the smooth implementation of national debt projects.
