On April 28, 2024, China Energy Construction Gezhouba Electric Power Company participated in the construction of the first domestic stereoscopic right photovoltaic sea project, one of the third batch of large-scale wind power photovoltaic base construction projects - Shandong Binzhou New energy 850,000 kW photovoltaic power generation project held a pledge meeting, marking the full start of construction of the project.

Huaneng Binzhou New Energy 850,000 kilowatt photovoltaic power generation project with 19,000 acres of sea, with a total investment of 3.489 billion yuan, is the first stereotaxic photovoltaic sea project approved by The State Council, and is also the first and the only one approved by The State Council in 2024. The three-dimensional affirmation of maritime rights refers to the establishment and definition of rights and interests in Marine areas. Due to the limitation and diversity of Marine resources, the three-dimensional determination of Marine rights is of great strategic significance for realizing the rational development and utilization of Marine resources, maintaining Marine security and protecting Marine environment.

The project is located in Binhai Town, Zhanhua District, Binzhou City. It belongs to the planning project of Lubei Saline-alkali shoal landscape integrated storage and transportation base in Shandong Province, which is included in the construction list of the third batch of large-scale wind power photovoltaic power generation base. It is a major construction project in Shandong Province, and is planned to be put into operation by the end of 2024 with full capacity. After the project is completed and put into operation, it will become one of the largest single new energy projects in Shandong Province, which can provide 1.269 billion KWH of green clean electricity per year and save 385,800 tons of standard coal per year. The project not only provides clean power, but also takes into account Marine aquaculture to maximize the comprehensive utilization rate of the sea area.

China NENG Construction Gezhouba Electric Power Company undertakes the general contract construction of the main construction section B of the project, with a planned construction capacity of 300 MW. The project makes full use of the advantages of coastal resources in Binzhou City, sets up photovoltaic panels on the water surface of the beach, adopts the "fish-light complementary" and "salt-light complementary" modes according to local conditions, and effectively controls seawater temperature and pH value while generating power, promotes the three-dimensional integration development of various industries, improves the utilization rate of salt-alkali beaches, and helps Binzhou develop green, low-carbon and high-quality.
