The Netherlands will not meet its 2031 offshore wind target

On April 25, the office of the Ministry of Economy and Climate sent a letter to Parliament on the progress of the Offshore Wind Power Roadmap 2030, stating that the installed wind power capacity will reach 21 GW by the end of 2032. The roadmap was adjusted for several reasons: the permissibility and lead time of grid connection; Grid-connected supply chain business; And the time it would take for a 2GW wind farm to connect to the offshore grid.

Commissioning dates for several offshore wind projects have been rescheduled

In 2022, the Dutch government designated three new areas in the North Sea (Nederwiek, Lagelander, Doordewind), It also confirmed two previously designated areas (IJmuiden Ver north and Hollandse Kust West South) for the development of offshore wind farms with a total capacity of 10.7 GW.

With the new area, the Netherlands has doubled its total planned offshore wind capacity to around 21 GW by 2030.

Now, in the letter, the expected commissioning date for the 2 GW wind farm being built at Doordewind I station has been changed from 2031 to the fourth quarter of 2032. Due to the challenges of crossing the Wadden Sea and the second half of the route to Emshaven, the grid connection route needed to be investigated.

In addition, the tender for the 700 MW Hollandse Kust(West)VIII site and the commissioning of the wind farm to be installed there have yet to be announced.

In the letter, the ministry also changed the expected commissioning date for the Nederwiek Noord II wind farm.

Located 90 km from the west coast of the Netherlands, the Nederwiek region is divided into two zones: Nederwiek Zuid and Noord(North and south) and three project sites: 2 GW Nederwiek Zuid I, 2 GW Nederwiek Noord II, and 2 GW Nederwiek Noord III.

According to our previous information, Nederwiek Noord II was scheduled to be operational in 2030, but that date has now been moved to the second quarter of 2032.

In its letter to Parliament, the ministry also outlined that there would be some delays in grid connections for IJmuiden Ver Beta, IJmuiden Ver Gamma and Nederwiek II due to supply chain pressures.

The Netherlands launched the tender for Ver Alpha and Beta offshore wind farms in Irmuiden in February 2024.

Last month, the Dutch Enterprise Agency (RVO) revealed that it had received several bids for 4 GW of wind power. The IJmuiden Ver Beta offshore wind farm is expected to be operational by the end of 2029, while the IJmuiden Ver Gamma wind farm is scheduled to be operational in the second quarter of 2031.

In addition, the ministry also revealed in the letter that the commissioning date of the Ten noorden van de Waddeneilanden offshore wind hydrogen production project has been postponed from 2031 to 2033. Editor/Xu Shengpeng
