From June 11 to 13, the second the Belt and Road Science and Technology Exchange Conference was held in Chengdu, Sichuan. During the meeting, the "the Belt and Road Science and Technology Innovation Community Chengdu Declaration" (referred to as the "Chengdu Declaration") was issued, pointing out a new direction for the the Belt and Road science and technology innovation cooperation.

The Chengdu Declaration emphasizes that scientific and technological innovation needs global synergy, and all countries should work together to build a the Belt and Road scientific and technological innovation community driven by innovation, open and inclusive, fair and just, common prosperity, inclusive and sustainable, promote high-quality development of the innovative Silk Road, inject new vitality into global development, and create new benefits.

The declaration revolves around five core initiatives: firstly, to practice the concept of innovation driven development, jointly address global challenges such as climate change, health, and energy security, and promote the implementation of the United Nations 2030 Agenda for Sustainable Development through policy communication, joint research and development, etc. The second is to seize the opportunities of the technological revolution, carry out exchanges and breakthroughs in cutting-edge fields such as artificial intelligence and quantum technology, jointly build joint laboratories, implement special cooperation plans, promote the deep integration of technological innovation and industrial innovation, and empower economic development. The third is to uphold the concept of technology benefiting all mankind and bridge the gap between technology, digitalization, and intelligence. Through cooperation in technology transfer and poverty reduction, we aim to assist developing countries in enhancing their technological capabilities, promote the revitalization of the "Global South", and engage in cooperation in traditional Chinese medicine technology innovation to promote the inheritance of civilization and people's health. The fourth is to establish a dense network of innovative partnerships, support collaboration among researchers, participate in international research funds, implement the Youth Science and Technology Innovation Partnership Program, expand scientific and cultural exchanges, especially strengthen interaction among young scientific and technological personnel, and promote knowledge and achievement sharing. The fifth is to improve the global governance system for science and technology, safeguard the peaceful use of science and technology rights of all countries, oppose the politicization and pan securitization of scientific and technological cooperation, promote the free flow of innovation factors, respect scientific research ethics, create an open, inclusive, and fair environment for scientific and technological development, support scientific and technological innovation in countries of the "Global South", and jointly discuss scientific and technological solutions to address global challenges.

The release of the Chengdu Declaration is expected to receive positive responses from governments, the scientific and technological community, and the industrial sector around the world to jointly promote the construction of the Innovation Silk Road and contribute to building a community with a shared future for mankind through technological innovation.
