China first! The world's first offshore wind data center

On June 11, 2025, the signing ceremony of the Shanghai Lingang Wind Power Submarine Data Center Project was held in Shanghai. CCCC Third Harbor Co., Ltd. signed cooperation agreements with Shenergy Group, Shanghai Telecom, Hailan Cloud Technology and other enterprises to jointly promote the construction of Lingang submarine data center and supporting industry empowerment platform. With the world's leading green computing power solution, the project was successfully selected into the "List of Green and Low-carbon Advanced Technology Demonstration Projects (Second Batch)" by the National Development and Reform Commission.  

The world's first model to create a benchmark for low-carbon computing power 

The total investment of the project is 1.6 billion yuan, with a total scale of 24MW, and it will be constructed in two phases. The scale of the first phase of the demonstration project is 2.3MW, and the innovative model of "offshore wind power + submarine data center" is adopted, achieving a green power supply rate of over 97% and a PUE value of no more than 1.15, which is much lower than that of traditional data centers. After completion, it will become the world's first submarine data center that directly uses offshore wind power, and form the world's first "wind power + submarine data center" cluster, which will greatly reduce carbon emissions from computing infrastructure through marine cooling and direct supply of green electricity.  

Innovative technology support to promote industrial collaboration  

Relying on the advantages of CCCC Third Harbor Bureau in the field of marine engineering, the project adopts core technologies such as modular submarine data cabin, deep-sea sealing, and dynamic submarine cable to ensure safe and efficient operation. At the same time, the project explores the "wind computing synergy" model, optimizes the consumption of offshore wind power, and builds a model of "land-to-sea computing" to support the demand for high-performance computing power such as AI and 5G. In addition, the project will also explore the mechanism of cross-border data circulation to help enterprises develop globally.

Ma Jun, general manager of CCCC Third Harbor Bureau, said that it will give full play to the advantages of equipment, technology and talents to ensure the safety, quality and progress of the project, practice the concept of green construction, and efficiently promote the construction of the project. The demonstration project mainly includes the transformation of the onshore centralized control center, the construction of a vertical data cabin and the laying of a 35,000-volt submarine cable, providing solid support for Lingang to build a computing power highland.
