China Central Asia Initiative to Promote Cooperation in Facilitating Personnel Exchange

The competent authorities of the People's Republic of China, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan are willing to enhance the facilitation of personnel exchanges and cooperate in the following areas:

Consular cooperation

(1) All parties are willing to strengthen cooperation and exchange views on issues of common concern.

China is willing to provide convenience for personnel exchanges from other parties and introduce facilitation measures such as simplifying visa procedures.

The Chinese side is willing to provide convenience for personnel from Central Asian countries who come to China for short-term non diplomatic and official activities such as business cooperation and tourism to apply for visa extension, replacement and reissue conveniently nearby.

(2) All parties are willing to study the feasibility of establishing consular offices with each other based on their own laws and practical needs.

(3) All parties are willing to strengthen cooperation and provide necessary assistance to each other's citizens in a timely manner in accordance with their own laws and international treaties.

Interconnection and cooperation

(4) All parties are willing to further improve the level of highway and railway connectivity, improve their domestic highway and railway networks, upgrade and transform relevant infrastructure and supporting facilities, and create convenient conditions for people and goods exchanges between countries.

(5) All parties are willing to open more direct flights between China and Central Asian countries.

Border cooperation

(6) China, Kazakhstan, Kyrgyzstan, and Tajikistan are willing to accelerate the modernization of existing port facilities, study the necessity and feasibility of adding new ports based on actual needs, and further provide support for facilitating the entry and exit of personnel and goods, jointly creating a favorable situation of "smooth movement of people and smooth flow of goods".

(7) All parties are willing to provide customs clearance convenience for citizens of all countries in accordance with their own laws and regulations.

(8) All parties are willing to study the establishment of more border trade zones in adjacent areas and strengthen the standardized management of trade zone activities.

Tourism cooperation

(9) All parties are willing to further strengthen tourism cooperation, improve tourism infrastructure construction, create characteristic tourism routes and boutique tourism projects, support the development of cross-border tourism and self driving tourism, and operate the China Central Asia International Tourism Special Train.

(10) All parties are willing to increase the promotion and publicity of tourism resources in China and Central Asia through holding tourism promotion events, strengthening new media publicity, and other means.

(11) China is willing to accelerate negotiations and sign memorandums of understanding with relevant Central Asian countries on facilitating group tourism for tourists.

(12) The Chinese side welcomes Central Asian countries to actively participate in the selection process of China Central Asia Cultural and Tourism Capital, attend events such as the China International Tourism Fair in China, and is willing to regularly organize travel merchants from Central Asian countries to visit China for inspection.

Cultural cooperation

(13) All parties are willing to closely visit cultural and artistic groups, hold more art performances, exhibitions and other activities, and strengthen exchanges and cooperation.

(14) All parties are willing to strengthen sports exchanges and cooperation, and enhance communication and coordination in international sports events.

Education cooperation

(15) All parties are willing to study further expanding the scale of mutual exchange of international students in both directions.

(16) China is willing to send more outstanding Chinese language teachers to help countries improve the quality of Chinese language teaching.

(17) All parties are willing to encourage educational institutions in various countries to strengthen their connections, promote expert and scholar exchanges through joint seminars, exchange of visiting scholars, and sharing of academic resources, and provide necessary convenience for citizens of other countries to study in their own countries.

Local communication

(18) All parties support strengthening local cooperation and encourage local leaders and representatives from all walks of life to exchange and visit each other.
