On July 31st, an important industrial news came from Ganquanbao Economic and Technological Development Zone in Urumqi, Xinjiang Uygur Autonomous Region, China - Urumqi Hexin Energy Storage Co., Ltd. officially released the bidding announcement for the EPC general contracting of the second phase of the 400MW/1.6GWh hybrid electrochemical shared energy storage project. The second phase of the project has a construction scale of 200MW/800MWh, marking the acceleration stage of new energy storage construction in northwest China.
According to the bidding documents, this phase of the project will expand one 240MVA main transformer on the basis of the completed Phase I project, and share one 220kV line with the previous phase to connect to the Ganbei 220kV Ganquanbao North substation. It is worth noting that the project has set a maximum bidding limit of 519.5 million yuan (equivalent to a unit price of 0.65 yuan/Wh), which has significant competitiveness in the industry. Among them, the integrated equipment of the energy storage system adopts a diversified technological route configuration: the control price of lithium iron phosphate and semi-solid energy storage system is 375 million yuan, the control price of all vanadium liquid flow energy storage system is 20 million yuan, the control price of sodium ion energy storage system is 22 million yuan, and the control price of other survey, design, construction and other engineering costs is 102.5 million yuan.

In terms of construction progress, the project party has proposed a clear timeline: the plan is to start construction before the end of August 2025, achieve grid connection before September 30th, complete all grid related tests and put them into commercial operation before October 30th. The promotion speed of "three months to complete and put into operation" fully reflects the improvement of China's energy storage engineering construction capacity.
Industry experts pointed out that the project innovatively adopts a parallel solution of three technological routes: lithium iron phosphate, all vanadium liquid flow, and sodium ions. This is not only a positive exploration of the industrial application of China's new energy storage technology, but also an important reference for the construction of large-scale energy storage power stations in the future. Especially in terms of electricity pricing policy, the price limit of 0.65 yuan/Wh will have a demonstration effect on cost control in the entire energy storage industry.
As a key energy project in Xinjiang Uygur Autonomous Region, the Ganquanbao hybrid energy storage power station will become one of the largest electrochemical energy storage facilities in northwest China after completion, which has strategic significance for enhancing the peak shaving capacity of Xinjiang power grid and promoting the consumption of new energy. The rapid progress of this project also demonstrates China's competitive advantage in the coordinated development of the entire energy storage industry chain. The operation of the power station will effectively alleviate the contradiction between regional electricity supply and demand, optimize the energy structure, promote green and low-carbon development, and lay a solid foundation for building a new type of power system.
