On September 2nd, during the meeting of the SCO Council of Heads of State held in Tianjin, China Chemical Engineering Group and Azerbaijan State Oil Company (SOCAR) signed a framework agreement worth 12 billion US dollars to cooperate in the construction of two major projects: an ethylene complex and a refining complex. This is the largest petrochemical project in Azerbaijan to date, marking a crucial step in the country's transition from energy exports to high value-added chemical industries.
The signing ceremony was held under the joint witness of Azerbaijani President Aliyev and Chairman of China Chemical Engineering Group Mo Dingge. According to the agreement, China Chemical Engineering Seventh Construction Co., Ltd., a subsidiary of ChemChina, will work together with SOCAR to promote the design and construction of this giant petrochemical complex.

This project will not only significantly enhance Azerbaijan's independent production capacity of crude oil processing and chemical products, but also help it build a regional energy and chemical center. It is also an important practice of the comprehensive strategic partnership between China and Azerbaijan. By introducing advanced petrochemical technology and management experience from China, the project is expected to drive the upgrading of the local industrial chain and talent cultivation, further deepening economic and trade cooperation between the two countries.
