The Central Communication Port (CPK) of Poland has officially announced its investment blueprint for 2026-2028, with a total scale of 40 billion zlotys (approximately 11 billion US dollars), covering core projects such as the new hub airport and the Warsaw Woz high-speed railway. 92 contracts exceeding one million zlotys will be tendered in 2025. This plan aims to stimulate market competitiveness and assist contractors in precise preparation through a refined bidding strategy (with a single contract amount of 1 million zlotys).

In terms of railway construction, the Warsaw Woz high-speed railway will be tendered in stages: in the first quarter of 2026, the main project contracts for the third, fourth, and fifth sections will be launched (with a single contract of 1-3 billion zlotys), and in the second quarter of the same year, the design and construction of the sixth section (3-5 billion zlotys) and two 25 kV traction substations will be followed up (100-250 million zlotys), and the dual contracts for high-speed line control and energy subsystems will be tendered simultaneously (with each contract of 1-3 billion zlotys). The airport construction will start in the fourth quarter of 2026 for the station and platform hall project (1-3 billion zlotys), supporting the airport's opening target of 2032.
In 2025, CPK has promoted a total bidding price of 30 billion zlotys, and as of August, the 18 billion project has been launched. The remaining bids (including the civil engineering of the first section of the Warsaw Woz high-speed railway) will be released by the end of 2025. Previously, the 2.2 billion zloty contract for the Lodz Tunnel project had been awarded, and the bidding for the over 5 billion zloty passenger terminal was also progressing simultaneously. Dr. Philip Chernyki, CEO of CPK, emphasized that the plan aims to build a new generation of comprehensive transportation network in Europe through the synergy of airport railway dual hubs, supporting Poland's 2030 decarbonization of transportation and regional economic integration strategy.

This mega project provides a Polish solution for the development of large-scale global transportation hubs through modular bidding, full lifecycle asset management, and green infrastructure standards, marking a milestone leap for Eastern Europe in the field of sustainable transportation infrastructure.Editor/Cheng Liting
