Recently, the National Development and Reform Commission and the National Energy Administration jointly released an industry plan, outlining a grand blueprint for China's new energy storage industry: by 2027, the installed capacity of new energy storage in China will almost double, reaching 180 million kilowatts (180GW), while driving approximately 250 billion yuan (about 35 billion US dollars) in investment.

As of June 2025, the cumulative installed capacity of new energy storage in China has reached 95 million kilowatts (95GW), mainly composed of lithium-ion battery energy storage systems. The data released by the National Energy Administration in August shows that the development speed of energy storage in China has far exceeded expectations. In the early stage of the 14th Five Year Plan, China set a target of 30 million kilowatts of new energy storage installed capacity by 2025, but this goal was already achieved two years ago, indicating the rapid growth of market demand and industrial capacity.

Compared with the United States, the development advantages of China's new energy storage industry are more obvious. By the end of 2024, the installed capacity of utility grade battery energy storage in the United States will only be 26 million kilowatts (26GW). According to the US Energy Information Administration (EIA) forecast, its installed capacity will only increase to over 46 million kilowatts (46GW) by the end of 2025, which is an order of magnitude gap compared to China.

The achievements of China's energy storage industry cannot be separated from the promotion of leading enterprises. BYD and CATL are among the top performers. BYD is not only a major supplier of energy storage batteries, but also the largest new energy vehicle manufacturer in the country; CATL holds a leading position in the global market for power batteries and energy storage batteries.

New energy storage refers to various energy storage methods other than pumped storage, including electrochemical energy storage (mainly lithium-ion batteries), compressed air energy storage, flywheel energy storage, supercapacitor energy storage, etc. Unlike traditional hydropower pumped storage, the new energy storage technology can be more flexibly integrated into the new energy power system, effectively supporting grid peak shaving, load transfer, and large-scale renewable energy consumption.

The proposal of this plan is of great significance. On the one hand, it will drive the expansion of Chinese energy storage equipment manufacturers, promote industrial upgrading and technological innovation; On the other hand, it will further consolidate China's dominant position in the global energy storage industry chain. With the increasing demand for energy storage in artificial intelligence data centers, renewable energy power stations, and electric vehicle charging networks, new energy storage will play a key role in the future energy transition.
