Water is the foundation of survival and the necessity of development. For Gansu Province, which suffers from drought and water shortage, solving water scarcity is a top priority for development and people's livelihoods. On September 29th, Gansu Province held a concentrated construction activity for major water conservancy projects in Jingtai County, Baiyin City, with a total investment of 12.49 billion yuan for the four major projects officially launched. The modernization renovation of Jingdian Irrigation District, the construction of Yu'an Large Irrigation District, the modernization renovation of Jinghui Large Irrigation District, and the flood control and management project of the Yellow River Gansu section (Phase II), which have started construction this time, are major projects determined by the national Yellow River strategy and water conservancy "dual" plan, and are also key backbone projects of the Northwest Water Network. After completion, they will benefit the masses in 6 cities and 12 counties along the route.

The Gansu Provincial Party Committee and Government have thoroughly implemented General Secretary Xi Jinping's water management strategy of "water conservation priority, spatial balance, systematic governance, and dual pronged efforts" and the "four water and four determinations" principle. They have systematically planned and promoted the construction of major water conservancy facilities, accelerated the filling of water conservancy shortcomings, and focused on building a safe and resilient modern water network system. This concentrated construction is a specific action taken by Gansu Province to promote ecological protection and high-quality development in the Yellow River Basin, and to implement the national "dual" construction task.

The four major projects have both strategic significance and comprehensive benefits:

The modernization and renovation project of Jingdian Irrigation District is a key component of the provincial water network's "four horizontal and one vertical, nine river connectivity" framework, which plays an important role in ensuring food security, improving regional ecology, and promoting rural revitalization;

The construction project of the Yu'an large-scale irrigation area takes the Tao River Diversion Project as the water source, and through the efficient water-saving irrigation of "water diversion up the mountain" and "water fertilizer integration", creates a modern large-scale irrigation area;

The design irrigation area of the Jinghui large-scale irrigation area modernization project is 304200 mu, which will significantly enhance the basic agricultural capacity and promote the economic development of the Yellow River region;

The second phase of the Yellow River Gansu section flood control and management project is a major project designated by the Ministry of Water Resources for 2025, and is also a key measure to promote ecological protection and high-quality development in the Yellow River Basin.

These projects will comprehensively ensure regional food security, water supply security, ecological security, and flood control security through facility construction, updates, and innovative management systems.
