With the approval of the Shandong Provincial Development and Reform Commission, a strategic water tower is about to rise on the main stream of the Yi River in Linyi. Recently, the feasibility study report of Yihe Mount Huangshan Water Control Project was officially approved, marking that the first-class project with a total investment of 3.32 billion yuan was granted the permit to start.

As a key node of the national and provincial water network, it is not only the core water source of the Yishu River Rainwater and Flood Resource Utilization East Diversion Project, but also will completely rewrite the historical dilemma of flooding during the flood season and no available water during the dry season in the southern Shandong region, injecting strong water power into the billion dollar industries and tens of thousands of hectares of fertile land in Linyi and Rizhao cities.

Super water gates regulate rainwater and floods

The site selection of Mount Huangshan Water Control Project is very strategic. It is located at 31+000 of the main stream of the Yi River, which is the key throat for controlling flood and runoff. The total storage capacity of the project is 116 million cubic meters, and the Xingli storage capacity is 105 million cubic meters, which is equivalent to placing a giant regulator at this location.

The construction includes the construction of new Mount Huangshan sluice, the reconstruction of Tushan sluice, and the dredging and embankment reinforcement of the river channel. Unlike traditional water conservancy projects, it can not only reduce peak hours and intercept floods, but also accurately transport high-quality water sources with an average annual volume of 171 million cubic meters downstream through the East Water Diversion Project during the dry season. This project has been included in the 14th Five Year Plan for Water Safety and the list of provincial key projects for 2026, and its construction specifications are rare.

Cross domain allocation of thirst quenching industry

For Tancheng, Linshu, Junan in the lower reaches of the Yi River, as well as Donggang and Lanshan in Rizhao, this bay of water used to be 'visible but intangible'. After the completion of the project, priority will be given to ensuring irrigation of 302000 acres of farmland in the local area, directly consolidating the foundation of the Lunan granary. More importantly, it will provide rigid water supply guarantee for industrial towns such as Linyi Lingang Economic Development Zone and Rizhao High quality Steel Base, while also restoring fragile river ecosystems through ecological replenishment, reducing groundwater exploitation.

At present, the project legal person led by Shuifa Group and participated by state-owned enterprises in two cities has been established.
