In response to the pain points of strong public welfare and difficult investment and financing in water conservancy projects, Jiangsu adheres to the "dual pronged approach" of government and market, and has established a multi-level funding guarantee system. Suzhou has received approval for financial instruments worth 497 million yuan from policy banks and a credit line of 25 billion yuan from China Development Bank to support urban water conservancy renewal; Wuxi explored EOD mode, and promoted the implementation of special bonds, special treasury bond, REITs and other tools in the field of water conservancy. Various regions are forming an investment and financing mechanism with "government investment as the mainstay, market financing as a supplement, and social capital participation" by establishing work teams and building platforms for government bank enterprise docking, injecting sustained momentum into project construction.

Technology empowers' efficiency ', smart construction becomes a new benchmark

Technological elements are deeply integrated into the entire process of Jiangsu's water conservancy construction. The "Steel Smart Cloud Factory" of the second phase of the Huaihe River estuary project is equipped with six automated production lines, which achieve full traceability of steel processing through digital systems; The construction of a 1:1 digital twin model for the Wusong River improvement project aims to validate the plan and optimize construction in a virtual environment, reducing trial and error costs and supporting subsequent intelligent operation and maintenance. From automated construction equipment to digital control systems, technology is making water conservancy engineering construction more efficient and quality more controllable.

Ecological synergy builds the foundation, green construction sets a new direction

Jiangsu has always anchored the concept of "green mountains and clear waters are as valuable as mountains of gold and silver" in water conservancy engineering construction, deeply integrating ecological protection with engineering construction. In the Yangtze River shoreline restoration project, Nanjing adopted a combination model of "grass planting concrete+local vegetation", which not only reinforced the embankment slope but also created a habitat environment for fish and shrimp. Livelihood oriented 'warming people's hearts', upgrading the quality of inclusive services

The ultimate goal of water conservancy construction has always been to meet the needs of the people for a better life. Jiangsu focuses on the three major livelihood concerns of "drinking water safety, convenient irrigation, and water friendly experience", and continues to promote inclusive water conservancy projects. In rural areas such as Yancheng and Lianyungang, the "Thousand Villages, Ten Thousand Households Drinking Water Quality Improvement" project has been implemented, upgrading and renovating over 1800 kilometers of old water supply pipelines, providing 2.3 million villagers with "safe water"; In the main grain producing areas, Huai'an and Suqian are promoting high standard agricultural water conservancy facilities, building 2200 kilometers of anti-seepage channels and 350 small irrigation pump stations, increasing the irrigation guarantee rate of farmland to 95%, and saving about 80 cubic meters of water per mu of farmland per year. At the same time, various regions also rely on water conservancy projects to create waterfront spaces. For example, Changzhou has built a waterfront trail based on the extension of the Xinmeng River, and Suzhou has added a waterfront platform in the water conservancy renovation of the ancient city, allowing citizens to enjoy the ecological benefits of "clear water, green banks, and beautiful scenery" right at their doorstep.
