Winning the bid for the survey and design of Linkou Jiantang Pumped Storage Power Station

Recently, the Linkou Jiantang Pumped Storage Power Station project has made significant progress - the bidding results for the pre feasibility study and feasibility stage survey and design projects have been officially announced, and China Water Resources Northeast Survey, Design and Research Co., Ltd. has successfully won the bid. This significant milestone marks the entry of this energy hub project, which has been included in the national "14th Five Year Plan" key implementation plan, from the planning blueprint to the substantive promotion stage, injecting strong impetus into the transformation of Heilongjiang's energy structure.

The bidding results for the survey and design of the Linkou Jiantang Pumped Storage Power Station project have recently settled, with Zhongshui Northeast Survey, Design and Research Co., Ltd. becoming the pre winning bidder with a bid price of 245 million yuan. Changjiang Survey, Planning, Design and Research Co., Ltd. and China Power Construction Group Zhongnan Survey, Design and Research Institute Co., Ltd. ranked second and third respectively with a slight price difference.

As a key implementation project of the 14th Five Year Plan for the Medium and Long term Development of Pumped Storage (2021-2035) selected in 2021, the power station is located in Linkou County, Mudanjiang City, Heilongjiang Province, at a key location of the Heilongjiang power grid - about 46 kilometers away from Linkou County, 132 kilometers away from Mudanjiang City, and 275 kilometers away from Harbin City. The total investment of the project is about 12 billion yuan, and it is planned to construct 6 reversible water turbine generator units with a single capacity of 300MW, with a total installed capacity of 1800MW. After completion, they will be directly connected to the Heilongjiang power grid through a voltage level of 500 kV.

Power stations undertake multiple key functions in the system: in addition to basic peak shaving and valley filling, they also have comprehensive service capabilities such as energy storage, frequency regulation, phase regulation, and emergency backup, making them an indispensable regulating power source for building a new type of power system. Its hub engineering system is complete, covering upper and lower water reservoirs, water conveyance systems, underground plant caverns, ground switch stations, and supporting roads. In terms of design concept, it highlights the synergy between energy efficiency and ecological protection, and will achieve efficient peak shaving and valley filling through reversible power generation technology, providing core support for the large-scale consumption of new energy and the safe and stable operation of the power grid in Heilongjiang Province and even the Northeast region.

The successful completion of this survey and design bidding marks the full start of preliminary work for the Linkou Jiantang Pumped Storage Power Station project. The winning bidder will undertake the system survey and design tasks from pre feasibility study to feasibility study stage, laying a key technical foundation for the smooth implementation of subsequent engineering construction.
