The project is located in Zhundong Economic and Technological Development Zone, Changji Hui Autonomous Prefecture, Xinjiang, with a total investment of 15.486 billion yuan. It is planned to be put into operation by the end of October 2026.

The project uses coal as raw material and adopts processes such as crushed coal pressure gasification and methanization to produce 2 billion cubic meters of natural gas annually, as well as various chemical products such as naphtha, crude phenol, sulfur, and green methanol as by-products. Every year, 4.8444 million tons of raw coal, 499700 tons of fuel coal, and 8.956 million cubic meters of fresh water will be used.

The main project includes 10 sets of equipment such as coal gasification, acid gas removal, methanization, carbon capture, and carbon dioxide to methanol production, as well as supporting public auxiliary, storage and transportation, and environmental protection engineering. The project also plans to achieve a carbon capture scale of 650000 tons per year, to be implemented in two phases. The obtained liquid carbon dioxide can be used for carbon capture, utilization, and storage (CCUS) demonstration.

In terms of technological autonomy, the project will promote the localization of methane conversion technology and catalysts, with an expected overall localization rate of over 98.86%. At the same time, the project will actively promote the large-scale substitution of green electricity and green hydrogen. It is planned that the proportion of green electricity will reach 53.8% when it is put into operation, and full green electricity supply will be achieved by 2030. A large-scale crushed coal pressurized gasifier will also be demonstrated to accumulate experience for the large-scale coal gasification equipment.
