In 2025, Indian infrastructure company PVV Infra disclosed its new energy manufacturing plan and signed a memorandum of cooperation with the Andhra Pradesh Economic Development Commission to build a 1GW TOPCon battery cell production line in Visakhapatnam. The total investment of this project is about 6.5 billion Indian rupees (approximately 73 million US dollars), covering an area of 30 acres. It is expected to be completed and put into operation before 2026, creating 350 direct employment opportunities and driving about 450 indirect employment opportunities.
This investment initiative comes at a time when the Indian government is vigorously promoting the "local manufacturing" policy, and TOPCon, as the current mainstream high-efficiency battery technology, is showing a rapid expansion trend in the Indian market. As a traditional construction and civil engineering enterprise, PVV Infra has actively transformed into the new energy field through its subsidiaries in recent years, and has successively obtained the development rights for a 100MW photovoltaic power station in Uttar Pradesh and the EPC general contract for a 109MW photovoltaic project.

Analysis indicates that after the project is implemented, it will significantly enhance India's supply capacity in the midstream solar cell sector and improve the local photovoltaic manufacturing industry chain. As an important industrial center on the east coast of India, Visakhapatnam's advantageous location will also provide excellent logistics and supply chain support for the project. With the intensification of competition in India's photovoltaic manufacturing industry, the specific implementation progress, equipment selection, and mass production capacity of this project will become the focus of industry attention.
