Against the backdrop of accelerating global energy transition and major economies vying to establish green manufacturing hubs, the core regions of China's new energy industry are once again welcoming heavy investment. On November 26, 2025, the signing ceremony for the third phase LY9 project of Jiangsu Times New Energy Lighthouse Factory Industrial Base was held grandly at the Liyang High tech Zone Management Committee, marking another crucial milestone for this new energy capital on its industrial map.

Leading companies continue to increase investment, with billions of dollars invested to solidify industrial landmarks
The LY9 project signed this time is another strategic initiative of CATL's layout in Liyang. In response to the national strategy of developing the new energy industry and building a world-class new energy battery industry base, Jiangsu Times New Energy Technology Co., Ltd. plans to invest no more than 10 billion yuan to build a new energy lighthouse factory with an annual production capacity of up to 60GWh in Liyang High tech Zone. This is not only an expansion of existing production capacity, but also a replication and upgrade of its globally leading lighthouse factory production model and zero carbon manufacturing capabilities.
Nine years of deep cultivation forge a model, heading towards the beginning of a new decade in both directions
At the signing ceremony, Chairman Wu Yingming reviewed the nine-year journey of CATL and Changzhou's two-way trip. He stated that since its establishment in 2016, CATL has invested in 8 billion dollar projects in Liyang and formed multiple core enterprises including Jiangsu Times and Times SAIC, making the Changzhou base one of CATL's largest manufacturing bases in the world. He specifically pointed out that CATL firmly believes in the development of Changzhou and is willing to work hand in hand with Changzhou in the next decade, riding the waves and standing at the forefront of the vast blue ocean of the new energy industry.
From LY7 to LY9, the formation of the "lighthouse" matrix accelerates
The signing of the LY9 project is a continuous deepening and acceleration of CATL's production capacity layout in Liyang. Just three months ago on August 29th, the LY7 project of Jiangsu Times New Energy Lighthouse Factory was officially put into operation, and the LY8 project was announced to be launched at the same time. From the production of LY7, the launch of LY8 to the signing of LY9, CATL has continuously promoted three major projects in less than a hundred days, clearly demonstrating CATL's intensive investment pace in this core manufacturing base and its determination to build it into a world-class industrial highland. The formation of this lighthouse factory matrix will greatly consolidate Changzhou's leading position in the national and even global new energy battery manufacturing field. The implementation of the LY9 project is far more than just a billion dollar investment and a production capacity of 60GWh. It is a model of long-term mutual trust and deepening strategic coordination between leading enterprises and local governments in the context of intensified global industrial competition. By continuously laying out lighthouse factories and zero carbon factories, and jointly exploring six new ecosystems such as microgrids and battery swapping modes, CATL and Changzhou are jointly writing a new chapter in the leap from a manufacturing base to an innovation source and ecological demonstration.Editor/Cheng Liting
