Clean energy empowers high-quality economic development in Xizang

During the 14th Five Year Plan period, Xizang's installed power capacity reached 11.2306 million kilowatts, and its clean energy power generation capacity exceeded 99%. It basically achieved full clean power supply, becoming the region with the highest proportion of clean energy power generation in China. Hydroenergy, wind energy, and solar energy are stably transmitted through the power grid, contributing Xizang's power to the realization of the "double carbon" goal. Huadian Xizang Company seized the opportunity, centered on the integrated development path of "water, wind, light and storage", actively served the new pattern of "one base, two demonstration" in Xizang, and promoted the transformation of energy structure to achieve new breakthroughs. As of November 2025, Huadian Xizang Company has put 15 clean energy projects into operation, with a total installed capacity of 1.99 million kilowatts. The annual power generation accounts for about one-fifth of the total social power consumption in the autonomous region, injecting green momentum into the high-quality economic development of Xizang.

In the field of hydropower, DG Hydropower Station has created a construction record of "four projects in one year and all projects in the same year" for large-scale hydropower projects at high altitude. Since its operation, it has continued to operate safely and stably, becoming an indispensable "stabilizer" and "ballast" for Xizang's power supply; At the same time, the company is fully promoting the preliminary work of subsequent major hydropower projects, and is committed to continuously transforming the rich hydropower resources in the middle reaches of the the Yarlung Zangbo River into a green kinetic energy to promote high-quality development of the plateau. In the field of photovoltaics, in December 2022, the Nagqu Senni Photovoltaic Storage Power Station achieved full capacity production in just 89 days, creating an acceleration in high-altitude photovoltaic construction. In December 2023, the first phase of the world's highest altitude Caipeng Photovoltaic Power Station was connected to the grid for power generation, and the second phase of the project was put into operation in November of the following year. Photovoltaic projects such as Jiangda in Chamdo, Linzhou in Lhasa, and Sangzhuzi in Shigatse were successively put into operation, forming a large-scale photovoltaic matrix. In the field of wind power, the first wind turbine hoisting of the Nimuhod wind power project will be completed in September 2025, the Qusongdui wind power project will be connected to the grid for power generation in October 2025, and the Shannan Qiongjie wind power project, which is the highest operating altitude in the world, will be connected to the grid for power generation in November 2025. Wind power development continues to achieve new breakthroughs. During the "14th Five Year Plan" period, Xizang companies have invested more than 93 million yuan in rural revitalization assistance funds, implemented more than 130 projects, from village based assistance to project construction, explored various distinctive and effective revitalization paths, and injected strong momentum into consolidating and expanding the achievements of poverty alleviation and comprehensively promoting rural revitalization.  

This ancestral carving knife almost got buried in the soil, but it was Huadian who revived the old craftsmanship! "At the woodcut workshop in Waichong Village, Jiangda County, Changdu City, national intangible cultural heritage inheritor Zepei gently touched the woodcut, feeling a myriad of emotions. Waichong Village is deeply hidden in the Hengduan Mountains of the Jinsha River, with a history of over 300 years in the production of "Bologuze engraved plates". However, due to the loss of craftsmen and narrow sales channels, it is on the brink of extinction. In 2018, Xizang Company selected key party members to settle in, innovated the "Party building+village collective economy" model, coordinated government investment and donated more than 1.5 million yuan to build a 1200 square meter standardized woodcut workshop; Inviting Zepei to carry out "work for training" and cultivate more than 200 woodcut artists; Running around to connect with customers such as Gaduo Temple in Baiyu County and signing a 10-year supply agreement worth 40 million yuan; Building an intangible cultural heritage industry chain of "woodcut+Tibetan incense+Tibetan paper"; Developing the "McDonald's" cultural and tourism route along the Sichuan Tibet Central Line... Nowadays, the woodcut industry has cumulatively increased the income of Waichong Village by more than 19 million yuan, and the per capita annual income of villagers has jumped from 3600 yuan to 14000 yuan. Taking Waichong Village as a model, the company's rural revitalization practice has blossomed in many ways: in Dagu Village, Sangri County, more than 74 million yuan was invested to build an immigrant new village and entrepreneurial building, allowing the masses to bid farewell to "shantytowns" and move into "small villas". The living conditions have achieved a millennium leap, and the 30 storefronts of the entrepreneurial building can bring stable income of more than 600000 yuan to the masses every year; Implement the "Light Assistance" campaign in Kading Village, Basu County, equipping 21 households with distributed photovoltaic and energy storage systems, saving an average annual electricity fee of 2100 yuan per household; Innovate the "three fixed training" model, targeted enrollment, training, and employment for students from disadvantaged families, and help more than 40 Tibetan employees grow into technical backbone of the company, achieving "one person employment, whole family poverty alleviation".

Build a strong ecological barrier to protect the snow covered areas, clear waters, blue skies, and pure land

The ecology of Xizang is fragile and precious. Xizang Company has always adhered to the concept of "green water and green mountains are golden mountains and silver mountains", put ecological protection at the top of the whole life cycle of the project, and let energy development and plateau clean land "coexist in harmony".

During the construction of the hydropower project, Xizang Branch put the protection of vegetation and species in a prominent position. During the construction of the hydropower station, it pioneered not to set up the excavation yard, used the excavated materials of dam abutment as the source of sand and gravel aggregate, and raised the dam foundation surface to reduce excavation and pouring, so as to minimize the disturbance to vegetation and forest land; Conduct research on the movement trajectories and living habits of macaques, black bears, and other organisms in the construction area, and establish temporary habitats for macaques. In response to global challenges such as extreme cold and drought, and difficulties in vegetation restoration, nearly 70 million yuan has been invested in implementing soil and water conservation projects in three phases. The research team has successfully developed a special "soil formula" and applied the "key technology for ecological restoration of engineering slopes in cold and arid areas" that won the first prize of China Hydropower Science and Technology Award, making over 100000 square meters of exposed rock walls green again. In order to protect the special fish resources of the the Yarlung Zangbo River, the company invested 220 million yuan to build the world's highest assembly fishway with the largest drop, and supported by the first domestic "fish face recognition" monitoring system, to build a "life ladder" for fish migration. The world's highest fish breeding station, built with an investment of over 70 million yuan, has released 633000 rare indigenous fish fry, effectively maintaining the aquatic ecological balance of the basin.

In photovoltaic construction, innovative grassland "raising, storage, nurturing, and restoration" processes are adopted, using spiral steel piles instead of traditional foundations to maximize the protection of grasslands; In the development of wind power, strict adherence to the "three simultaneities" of environmental protection, and the integration of "minimum disturbance and maximum recovery" throughout the entire process.  

The urban area of Lhasa is now surrounded by continuous greenery, and the distant slopes are lush with vegetation. It is hard to imagine that this was once a barren mountain called "Cha Cha Shan" (meaning "gray and white desolate mountain" in Tibetan). This change originated from the greening project of the North South Mountains launched in 2021. Xizang companies actively participated in and took the initiative to climb against the wind, fight drought and keep alive on the plateau of more than 3600 meters above sea level, weave "green clothes" for the mountain body little by little, and afforest more than 1200 mu accumulatively.
