Uzbekistan launches large-scale road network expansion project

Uzbekistan recently released a road development roadmap towards 2030, which is a key component of the new version of the Uzbekistan 2030 Strategy and marks a new stage of large-scale construction and commercial operation of the country's transportation infrastructure. Its core goal is to promote modernization of transportation and improve service efficiency through systematic investment and mechanism innovation.

Large scale road network construction

According to the strategic document publicly discussed on the SOVAZ platform of the Legislative Action Impact Assessment System, Ukraine plans to systematically upgrade the national road network between 2026 and 2030, with a total construction, reconstruction, and major repairs of 45200 kilometers of roads. The investment scale shows a trend of increasing year by year: starting from 8600 kilometers in 2026, it will gradually increase to 9500 kilometers in 2030. This ongoing and massive construction plan aims to rapidly expand and update the national road network, laying a solid physical foundation for economic development and regional connectivity.

Introducing a fee mechanism and improving services

While investing heavily in expanding the road network, the core of strategic soft reform lies in introducing a toll road system to promote the transformation of infrastructure towards commercial and efficient operation. According to the plan, the toll road section will be piloted from 50 kilometers in 2027 and gradually expanded, reaching a total of 130 kilometers by 2030, covering major transportation arteries such as Tashkent Samarkand and Tashkent Fergana Valley. This move aims to provide a sustainable source of funding for the long-term maintenance and upgrading of roads through market-oriented mechanisms.

In addition, the planned total transportation service volume is expected to steadily increase from 205 trillion som in 2026 to 301 trillion som in 2030. This forecast data not only reflects confidence in the sustained growth of logistics and passenger demand, but also indicates that the improvement of road networks will directly activate and expand the transportation service market.
