On January 14, 2026, the People's Political Consultative Conference Daily published a special article titled "Riding the East Wind of the 'Fuxing' to Draw a New Blueprint for Transportation" by Sun Yongcai, a member of the National Committee of the Chinese People's Political Consultative Conference and Secretary of the Party Committee and Chairman of CRRC Group.

By the end of 2025, with the opening and operation of multiple lines, the operating mileage of high-speed rail in China will exceed 50000 kilometers, and the world's largest and advanced high-speed railway network will be built. "Fuxing" Mercedes Benz has profoundly changed people's travel mode and travel experience in the vast land of the motherland, showing the vigorous vitality of Chinese path to modernization to the world. As a member of the National Committee of the Chinese People's Political Consultative Conference from the rail transit industry, I have personally experienced the extraordinary journey of China's rail transit equipment from following and running to leading and leading. While feeling proud and excited, I also feel the great responsibility on my shoulders.
Looking back on the past year, based on my professional work and research experience, I have focused on the overall development of the national economy and society, as well as the industry. I have provided suggestions and recommendations around key areas such as talent cultivation in the manufacturing industry, reducing logistics costs for the whole society, creating a legal business environment, and promoting internationalization and greening of rail transit. I hope to provide reference for relevant departments to make scientific decisions.
Transportation, as the main carrier of social logistics, plays an important supporting role in reducing logistics costs for the whole society and promoting the construction of a unified national market. Through research, I found that although the ratio of total social logistics costs to GDP in China continues to decline, it is still significantly higher than in developed countries. So, I submitted a proposal on further improving the transportation system and promoting the reduction of logistics costs for the whole society. I suggested improving the comprehensive transportation system, promoting information sharing, resource sharing, and value co creation of various transportation modes, and forming an integrated, three-dimensional, intelligent, and green large logistics system. I am greatly encouraged that this proposal has been included in the list of good proposals for the National Committee of the Chinese People's Political Consultative Conference in 2025.
In my research, I noticed that the manufacturing industry is facing a bottleneck of shortage of young industrial workers in the process of high-quality development. There is a scarcity of high skilled talents who are intelligent, innovative, and versatile to adapt to the development of new industries, new models, and new driving forces. The coexistence of "general labor shortage" and "skilled worker shortage" is restricting the transformation and upgrading of the manufacturing industry. I have submitted a proposal on strengthening the training of young industrial workers in the manufacturing industry. This proposal quickly received a positive response from the National Federation of Trade Unions, the organizer of the proposal, and my relevant suggestions were also included in the policy considerations for deepening the reform of the construction of the industrial workforce in the next step.
In addition, in view of the high barriers to international standards, difficulties in certification, and high costs faced by China's rail transit "going global", I also submitted the Proposal on Strengthening the Capacity Building of International Standard Certification, calling for taking the "the Belt and Road" co construction countries as the pilot, promoting mutual recognition of standards, and avoiding duplicate certification. This proposal has received high attention from the Ministry of Transport, the Ministry of Housing and Urban Rural Development, and the National Railway Administration. In the process of handling the proposal, I learned that the relevant functional departments are making new deployment in combination with their own work, accelerating the promotion of China's rail transit standards, test and verification to play a role in promoting high-quality joint construction of the "the Belt and Road".
The amount of soil on your feet is the amount of true feelings that settle in your heart. Over the years, I have gone deep into the front lines of assistance in Baise, Guangxi and Tianshui, Gansu, donating funds for industrial projects, visiting and comforting disadvantaged groups, coordinating and organizing special group children to visit red education bases, and sowing the seeds of patriotism in the hearts of the younger generation. Members of the Chinese People's Political Consultative Conference (CPPCC) are representatives of various sectors of the public. During my tenure, I closely contacted non party members and the public in various sectors, striving to play a good role as a bridge and link. This also made me more acutely aware of the urgent and difficult needs of the masses, providing an inexhaustible source for precise performance of duties.
Looking back on the road of fulfilling my duties in 2025, I feel even more that being a member of the Chinese People's Political Consultative Conference is not only a noble honor, but also a heavy responsibility. Only by embracing the "greatness of the country", empathizing with the "concerns of the people", and combining the deep cultivation of one's own work with the perspective of committee members' duties, can we truly achieve the goal of "making suggestions when needed and discussing politics to the point". The new journey of the 15th Five Year Plan has begun. I will continue to pay attention to the national strategic focus and industry development difficulties, continuously improve my performance ability and level, and contribute more wisdom and strength to promote the high-quality development of China's rail transit equipment industry and accelerate the construction of a modern industrial system.Editor/Bian Wenjun
