The Ministry of Transport of Kyrgyzstan announced that the electronic permit system (e-Permit) will be officially launched from January 2026 to handle international road freight transportation with China. This move stems from key reforms in the 2025 "Government Accelerator" plan, aimed at increasing transparency, reducing corruption risks, and promoting the development of international road transportation.

Fast clearance from 24 hours to 10 minutes
The Ministry of Transport and Communications of Kyrgyzstan recently announced that the country has officially implemented an electronic permit system (e-Permit) to handle international road freight transportation with China starting from January 2026. This measure stems from key reforms in the 2025 "Government Accelerator" plan. Previously, due to the lack of digital data exchange, it took up to 24 hours for transportation companies to obtain paper permits. Last year, the number of licenses exchanged between the two countries reached 130000, and both preparation and delivery required financial expenditure. To change this situation, the Kyrgyz Cabinet allocated 7.9 million som in October 2025 for cooperation with China in developing and launching the e-Permit system.
Covering transportation services across multiple countries
The e-Permit system is an electronic platform aimed at achieving automatic issuance and verification of international freight permits. According to the Ministry of Transport, domestic transport companies have used electronic licenses to carry out freight transport to China, and have also applied the system to transport business with Uzbekistan, Azerbaijan and Türkiye. The introduction of this system greatly simplifies the exchange process of license files. Transport companies can now submit applications and obtain permits online through the "Tunduk" platform, without the need to physically queue up, significantly reducing service time. At present, the entire process only takes 10 minutes, which is a 94% increase in efficiency compared to the past 24 hours (or a 144 fold reduction). Payment can also be completed through electronic wallets.

Improved transparency and increased fiscal revenue
The Ministry of Transport emphasizes that the e-Permit system aims to improve transparency and convenience, reduce financial expenditures and corruption risks, and promote the development of international road transportation. It is expected that by 2026, the application of this electronic system will bring in over 500 million som of revenue to the national budget. As another important reform of the "government accelerator" during the same period, Kyrgyzstan has also simplified transportation control at the Eurasian Economic Union (EAEU) border. The relevant institutions established an electronic data exchange mechanism within 100 days, eliminating the need for companies to submit paper documents. The introduction and automation of digital licenses for inland waterway transportation have significantly shortened transit times and eliminated systematic administrative barriers for logistics companies.
