On March 2, 2026, the People's Government of Shandong Province issued the "Notice on Issuing the List of Provincial Key Projects for 2026", clarifying the implementation of 2000 provincial key projects throughout the year and the completion of investment of over 980 billion yuan. Among them, four key carbon projects for aluminum have been successfully selected, with a total investment scale of over 10 billion yuan, covering the fields of pre baked anode construction, technological transformation, and high-end carbon materials and waste heat recycling. This will comprehensively strengthen the supporting capacity of Shandong's aluminum industry chain and promote the transformation of the aluminum industry towards green, low-carbon, high-end and high-efficiency.

The Huamao (Rizhao) New Materials annual production of 1 million tons of pre baked anodes project, as a provincial key project, focuses on the production of core supporting materials for electrolytic aluminum. After completion, it will provide stable and high-quality carbon raw materials for the electrolytic aluminum industry in Shandong and surrounding areas, help the aluminum industry extend, supplement, and strengthen its chain, and consolidate the advantages of regional industrial clusters.

The 300000 tons/year pre baked anode project of Shandong Keyu Energy is guided by green and low-carbon technology, adopts advanced production processes, and focuses on high-performance pre baked anode manufacturing. It can accurately match the demand for quality improvement and cost reduction in electrolytic aluminum production, and is a key supporting project for the green and circular development of the aluminum industry in northern Shandong.

The technical renovation project of Shandong Pingyin Fengyuan Carbon Pre baked Anode Production Line has been included in the provincial key technical renovation list. Through intelligent and green upgrading and renovation, the production line efficiency and product quality have been comprehensively improved, energy consumption and pollutant emissions have been significantly reduced, and traditional carbon enterprises have been assisted in energy conservation, carbon reduction, upgrading and upgrading.

Shandong Haiyun Energy Technology's annual production of 900000 tons of high-end carbon materials and 820000 tons of waste heat steam comprehensive recycling project, with a total investment of 2.34 billion yuan, is located in Dong'a Economic Development Zone. It integrates high-end carbon material production and waste heat recovery and utilization. After completion, it will become the largest carbon material production base and industrial waste heat recycling benchmark project in Shandong Province, connecting the coordinated development path of new energy materials and green circular economy.
