The plan specifies the construction of four major southwest water and wind bases in the Yucha River Basin in southeastern Tibet, the upper reaches of the Lancang River, the upper reaches of the Jinsha River, and the Yalong River Basin. These projects located on the Qinghai Tibet Plateau and its extended areas will fully leverage the advantages of hydropower regulation, form a multi energy complementary pattern with wind power and photovoltaics, and become the core engine for the export of clean energy in Southwest China.

In the vast northwest, north, and northeast regions, the Songliao, northern Hebei, the Yellow River bend, the Hexi Corridor, the upper reaches of the Yellow River, and the six major Shage Desert scenic bases in Xinjiang are listed as key areas. These once barren lands are now transforming into green power production bases that integrate wind, solar, thermal, and energy storage, or wind, solar, and water storage, relying on abundant wind and solar resources, providing vast space for China's energy transformation. Green, low-carbon, and comprehensive acceleration
