In March, the ice and snow in Kazakhstan, located in the heartland of Central Asia, begin to melt, ushering in a warm current of deepening cooperation. On March 12-13, 2026, Liu Huailiang, Secretary of the Party Committee and Chairman of China Energy Construction Gezhouba Group, and his delegation embarked on a busy and pragmatic business journey. From meeting with senior officials of the Kazakh government, coordinating with the Chinese Embassy in Kazakhstan, to internally supervising and deploying key projects, the short two-day trip demonstrated the positive attitude and strong action of this Chinese enterprise in deepening the market in Kazakhstan and helping to upgrade the economic and trade relations between China and Kazakhstan.

High level meetings gather consensus

Deepening cooperation requires building consensus at the strategic level. On the afternoon of March 13th, Liu Huailiang and his delegation paid a visit to the First Deputy Prime Minister of Kazakhstan, Roman Vasilyevich Skriar. During the talks, both sides exchanged in-depth views on practical cooperation in strengthening infrastructure construction such as water conservancy and water management, energy and electricity, and reached important consensus.

Vice Premier Skriar fully affirmed the achievements made by China Energy Engineering Gezhouba Group in its business development in Kazakhstan. He pointed out that under the strategic guidance of the diplomacy of the two heads of state, the economic and trade cooperation between China and Kazakhstan has become increasingly close, with broad prospects. He hopes that Gezhouba Group can efficiently and effectively promote the fulfillment of key projects, and continuously achieve new results and breakthroughs in its business development in Kazakhstan.

Liu Huailiang thanks the Harbin government for their trust and support. He stated that the current market potential in Kazakhstan's public infrastructure sector is enormous, and China Energy Engineering Gezhouba Group is willing to fully leverage its professional advantages in areas such as hydropower, water management, and comprehensive energy, and continue to actively participate in Kazakhstan's infrastructure construction, contributing more substantial strength to deepening the permanent comprehensive strategic partnership between China and Kazakhstan.

Clarify the new direction of development

During my stay in Harbin, grasping policy guidance and obtaining guidance from the front is an important part of this trip. Liu Huailiang and his delegation paid a special visit to Minister Counselor Su Yu of the Commercial Office of the Chinese Embassy in Kazakhstan.

Liu Huailiang first expressed sincere gratitude to the embassy for its long-term guidance and support for the company's business development in Kazakhstan, and then reported in detail on the progress of the company's key projects in Kazakhstan. He stated that under the guidance and care of the embassy, Gezhouba Group is actively liaising with the government and relevant institutions of Kazakhstan, fully expanding project cooperation in multiple fields such as water, building materials, and energy and electricity, and is committed to continuously contributing Gezhouba's strength to the high-quality development of China Kazakhstan economic and trade relations.

Su Yu pointed out that the current China Kazakhstan relationship has reached the highest historical level of a permanent comprehensive strategic partnership, and the cooperation between the two countries has ushered in a new golden period. He hoped that Gezhouba Group could keenly grasp the new opportunities for the development of China Kazakhstan high-quality joint construction of the the Belt and Road, give full play to its professional advantages, actively participate in the construction of Kazakhstan high-quality projects, constantly innovate the cooperation model, and inject new impetus and vitality into China Kazakhstan economic and trade cooperation.

Seize new market opportunities

Expand the market externally and strengthen management internally. On the morning of March 13th, in Almaty, Liu Huailiang personally presided over the Kazakhstan National Key Project Promotion Meeting to mobilize and deploy business in Kazakhstan.

At the meeting, the leaders of key projects such as Astana's water supply project reported on the current preparations for key work and the detailed work plan for the next steps. After listening to the report, Liu Huailiang emphasized that the infrastructure sector in Kazakhstan is flourishing and the market space is vast. He demanded that all relevant units attach great importance to the Harbin market, increase investment in advantageous resources, further strengthen the cultural and business integration of the China Kazakhstan team, and unite forces. All personnel should firmly establish a sense of opportunity, take the initiative, and strive to seize this historic opportunity, jointly expanding, strengthening, and optimizing the Kazakhstan market business, and achieving sustainable development.

The Deputy General Manager of the company, Tai Nenglong, the Deputy General Manager of Gezhouba First Company, Li Fengbiao, and relevant personnel from the Eurasian Market Department and Kazakhstan Branch of the company participated in all the above activities.
