Leveraging favorable bilateral trade and economic policies between China and Kazakhstan, Kazakhstan is actively implementing its presidential directives on attracting foreign investment. In this context, the country has officially signed an investment agreement with China’s Hunan Junxin Environmental Protection Group for a waste-to-energy project in Almaty. With a total investment of 145.5 billion tenge (approximately US$310 million), the project is scheduled to break ground on May 29. Following a two-year construction period, its commissioning will significantly address the existing deficiencies in local solid waste management.

The project is designed to process 2,000 tons of solid waste daily and generate 60 megawatts of electricity. Annually, it is projected to reduce carbon dioxide emissions by 200,000 tons and conserve 800,000 cubic meters of landfill space. The construction phase will create 700 temporary jobs, while operations will provide 120 permanent positions. Furthermore, the project will be complemented by the establishment of three "Green Centers" and three major technical bases, encompassing functions such as digital energy consumption management, clean heating solutions, technology localization, and talent development. The Kazakhstani government has pledged its full support to ensure the project is commissioned on schedule.

Currently, Kazakhstan prioritizes environmental protection and ecological modernization as core national objectives; consequently, Almaty’s traditional landfill-based waste disposal model is no longer adequate to meet the demands of a green transition. High-level engagement between China and Kazakhstan continues to empower bilateral cooperation, fostering a favorable policy environment for foreign investment in the environmental protection sector. By introducing advanced technologies, the Kazakhstani side aims to accelerate the upgrading of solid waste management systems and drive the dual optimization of both its ecological and energy structures.
