Recently, I learned from the Ningxia Highway Management Center that from 2022, Ningxia will launch a three-year action for the construction, management and maintenance of ordinary national and provincial trunk roads. The provincial trunk highway is 500 kilometers. On the basis of daily maintenance, the prevention and repair and maintenance of ordinary national and provincial trunk highways shall be completed for no less than 1,500 kilometers, so as to ensure that ordinary national and provincial trunk highways are accessible, smooth and comfortable. The Ningxia Highway Management Center has implemented actions to improve the network of trunk highways, improve the functions of rural highways, and improve the management and maintenance capabilities.

In 2022, Ningxia will focus on improving the overall standards and quality of the road network, and promote the construction of common national and provincial highways to be connected, and the transformation of urban transit bottleneck sections and overdue service sections. Accelerate the implementation of 5 continuation projects including the Zhongwei Xiaheyan Yellow River Highway Bridge and the Zhongning-Zhongwei section of National Highway 338, and start construction of 8 projects including the Zhongwei-Mengjiawan section of National Highway 338 and the Nanliang-Fengjigou section of Provincial Highway 202 New projects, and strive to complete the investment of 1.86 billion yuan. Among them, 5 continued projects plan to invest 650 million yuan, and strive to complete 668 million yuan. Except for the Zhongweixiaheyan Yellow River Highway Bridge project, which is scheduled to be completed in 2023, the remaining four continued construction projects will all be completed by the end of the year.

According to reports, the Ningxia Highway Management Center has timely sorted out the expansion and extension of the project that has been started, strives for financial support for the development of rural roads, and makes good use of the subsidy policy that benefits the field of highway construction, management and maintenance. For the establishment of individual industrial and commercial households, within 3 years from the month of registration, the annual limit of 14,400 yuan per household will be deducted in turn from the relevant taxes that should be paid in the current year. For those who start their own businesses or start their own businesses within 5 years of graduation, they can provide a maximum amount of 300,000 yuan and 3 million yuan of entrepreneurial guarantee loans respectively. At the same time, establish and improve the communication and consultation mechanism, strengthen the implementation of the key project leadership and grasp mechanism, strengthen the guidance of key projects, and make every effort to promote the high-quality and efficient implementation of key projects.

Ningxia will also build a "model road maintenance and management demonstration road" and a "featured demonstration service area" to improve the ability of rural road management and maintenance, and promote the high-quality development of "four good rural roads", and strive to achieve the high-quality road rate of ordinary national roads in the autonomous region within three years. Increase to more than 99%, and the rate of good roads on ordinary provincial roads to more than 76%, complete the technical indicators of western highways at the end of the "14th Five-Year Plan" ahead of schedule, and achieve the goal of "safe, fast, smooth and beautiful".  Editor/Zhao E
