On the morning of October 23, 2023, the planning review meeting of Guizhou Energy Group (Anshun) 10 million kilowatt level new comprehensive energy base project was held at Guizhou Hotel in Guiyang City. Representatives from the Provincial Development and Reform Commission, Provincial Energy Bureau, Provincial Department of Natural Resources, Provincial Department of Ecology and Environment, Provincial Forestry Bureau, Guizhou Power Grid Company, Anshun Municipal People's Government, as well as relevant local governments and competent departments at all levels, attended the meeting; Xu Jianguo, Chief Economist of Guizhou Energy Group, and Zhang Ke, Deputy Secretary of the Party Committee and General Manager of Panjiang Power Investment, represented the construction unit at the meeting.

The meeting was chaired by Guizhou Electric Power Design and Research Institute Co., Ltd. of China Power Construction Group. At the meeting, Xu Jianguo, on behalf of the construction unit, introduced the preliminary work progress of the base project. Zhou Quqiang, Director of the Basic Industry Department of the Provincial Development and Reform Commission, provided valuable opinions on the base planning and called on units at all levels to provide support. Shi Shaogui, Director of the New Energy Department of the Provincial Energy Bureau, stated that the planning of the new comprehensive energy base is an important measure in response to the New National Development Document No. 2, and is of great significance for promoting energy transformation and economic development in our province. Shi Shaogui emphasized that Guizhou Energy Group is a responsible enterprise, and the efficient implementation of the base planning work by Panjiang Power Investment is worth learning from.

This new comprehensive energy base is planned to install 10.73 million kilowatts of power in Anshun City, Guizhou Province, including 6.59 million kilowatts of new energy, 2.64 million kilowatts of thermal power, and 1.5 million kilowatts of pumped storage. The total planned investment is about 45.732 billion yuan. At the meeting, governments and competent departments at all levels approved the overall plan after reviewing the content of the research report, and stated that they will fully cooperate with the early stage work of base construction to facilitate the implementation of the project. The expert group of Guizhou Electric Power Design and Research Institute issued a review opinion on the planning, believing that the planning of this new comprehensive energy base is feasible.
