On February 27, 2024, the flood control and management project in the Xin'an River Basin of Anhui Province officially began construction in Baochuan Village, Huicheng Town, Shexian County. This project is a key flood control and security project that started construction after the "7.7" flood in Shexian County in 2020.

The total static investment of the flood control and management project in the Xin'anjiang River Basin in Anhui Province is about 2.512 billion yuan, of which the investment in the Shexian section is about 2.36 billion yuan. The planned investment in 2024 is 1 billion yuan, and the total construction period is 36 months. This project is a Class III medium-sized project, and the main construction content of Shexian includes the Yangzhi River diversion channel, embankment reinforcement and smart water conservancy project. Among them, the newly built Yangzhi Water Diversion Channel is 6682m long, the urban embankment is 4.01km higher, the new revetment is 0.7km, and the dam is demolished.

This project is a key project included in the national "14th Five Year Plan" for solving weak links in water conservancy flood control and drainage. The main task is to implement projects such as raising and strengthening the embankments of the main and tributaries of the Xin'an River, demolishing dams, dredging the river, diverting water from the Yangtze River, and smart water conservancy. It will further improve the flood control engineering system of the Xin'an River Basin and significantly enhance the basin's flood control and disaster reduction capabilities.

In the past two years, Shexian County has successively completed the construction tasks of the Yangzhi River New Management to Paitou River section treatment project, the Changyuan River Qizili to Manan River section treatment project, and the Fuzishui Xucun to Fengkou River section treatment project in Shexian County, with a total investment of 1.853 billion yuan. Continuously promote the Fengle River Qiantian to Zhengcun Bridge treatment project with a total investment of 37.2 million yuan. Completed the construction of comprehensive soil and water conservation projects in Zhengjiaxi, Shuizhukeng, Huangtian, and Duihe small watersheds, with a total investment of 24.2 million yuan.
