As the only provincial special economic zone, Hainan Province has accelerated the pace of development in recent years in combination with its own resource advantages. Zhanhai High Speed Rail is China's first high-speed cross-sea railway, which uses ferries to cross the sea. The route starts from Zhanjiang City in the north, passes Leizhou, Xuwen and Haian to the south, and ends at Haikou City in Hainan Province. It is of great significance and role in promoting the socio-economic construction of Hainan International Tourism Island, the Qiongzhou Strait Economic Belt and the Beibu Gulf urban agglomeration, and guiding the development of urbanization along the route.

The Zhanhai High-speed Railway is a newly built double-lane passenger dedicated line. It is a part of the Baotou-Haikou High-speed Railway and Zhangjiajie-Haikou Tourist High-speed Railway. It starts at Zhanjiang North Station and travels along the east side of the Guangdong Railway to Haikou Station. Designed at a speed of 350 kilometers per hour, the estimated total investment is 14.4 billion yuan.

The northern end of the Zhanhai High Speed Rail connects the Hezhan Passenger Dedicated Railway Station, the Maozhan Railway Station, the Guangzhan Passenger Dedicated Railway Station and the Zhang (Jiajie) Hai (kou) Passenger Dedicated Railway Station. China's "eight vertical and eight horizontal" high-speed railway main channel, improve the national high-speed railway network and the Beibu Gulf urban agglomeration railway network, promote Hainan International Tourism Island, Qiongzhou Strait Economic Belt, and guide the development of urbanization along the line has important significance and role.

Zhanhai High-speed Railway needs to build two middle stations in Leizhou North and Yingli, build a new Xuwencun depot (reserved passenger transportation facilities), set up North Ferry Terminal Station and South Ferry Terminal Station, and set up a Huguang Line Station (connecting Zhanjiang West Station).

According to the plan, the Zhanhai High Speed Rail will be introduced into the new seaport transportation hub on the north side of the Yuehai Railway Ferry Terminal in Haikou. The construction of the Haikou Moving Wheel Ferry Terminal is scheduled to start in May 2020.

Economic development must be traffic-first. Both Zhanjiang and Haikou have their own development advantages. After the completion of the project, it will be of great benefit to the construction of a large inland connecting Hainan Island cross-sea channel, helping the economic and social development of Beibu Gulf urban agglomeration, and serving the national high-speed rail strategy and the South China Sea strategy.
