The seven action plans include: Photovoltaic building integration action plan for new buildings, demonstration leading plan for existing buildings in public institutions, renewal plan for rooftop solar hot water equipment in residential communities, renewal plan for photovoltaic roofs in urban residential communities, roofing finishing and resource utilization plan for existing public buildings, green electricity development plan for industrial buildings, and promotion plan for the entire town and village of rooftop photovoltaic of peasant families。

According to the "Plan", Ningbo City requires that the new housing construction should be fully mandatory to promote the distributed photovoltaic system, to ensure that the photovoltaic coverage rate of new buildings continues to be stable at more than 98%. For the promotion of the whole town and village of the rooftop PV of peasant families, it is required to guide the participation of social capital, and it is planned to build a number of photovoltaic townships and photovoltaic villages, and strive to build more than 5 rooftop PV of peasant families in continuous areas by the end of 2027.
