Chinese Ambassador to Cambodia Wang Wenbin stated that China attaches great importance to cooperation in the railway sector with Cambodia and is currently discussing possible direct railway lines connecting Cambodia and China. He emphasized that, "We believe that expanding railway cooperation will benefit both China and Cambodia. It will also enhance regional connectivity and improve the efficiency of transportation of people and goods. As for which countries the railway between China and Cambodia will pass through, relevant discussions are still ongoing."

Regarding Cambodia's own railway development plans, Peng Ponea, the Minister of Public Works and Transport of Cambodia, stated that Cambodia has conducted relevant research and drafted a comprehensive development plan. This strategy is divided into two phases: a medium-term plan from 2023 to 2027, and a long-term plan from 2028 to 2033.

According to Binboni's introduction, the medium-term stage involves three railway development projects: upgrading the existing two railway lines (the Phnom Penh - Sihanoukville line and the Phnom Penh - Boebé line) with the aim of transforming them into high-speed railways with higher speeds; at the same time, two new railway connection lines will be constructed, one connecting Phnom Penh with Phnom Penh Dechong International Airport, and the other connecting Siem Reap Angkor International Airport with Siem Reap City.

During the long-term period from 2028 to 2033, Cambodia plans to implement five railway projects. These include the construction of high-speed railways between Phnom Penh and Sihanoukville, between Phnom Penh and Boepe, and a high-speed railway from Phnom Penh to Ba Doi on the Vietnamese border. One of the planned routes will pass through Phnom Penh and Siem Reap, and eventually reach Boepe.
