Xi Jinping congratulated Rousseff on her re-election as president of the New Development Bank. Xi Jinping pointed out that the New Development Bank is the first multilateral development institution founded and led by emerging market countries and developing countries, and is an initiative of the Global South to unite and strengthen itself, conforming to the historical trend of reforming and improving global governance, and growing into a golden signboard for emerging forces in the international financial system and cooperation in the Global South.

Xi Jinping stressed that the "BRICS cooperation" has entered a stage of high-quality development, and the New Development Bank will also start the second "golden decade" of high-quality development. Forge ahead, amplify the voice of the Global South in discussions on the reform of the international financial architecture, safeguard the legitimate rights and interests of the Global South, and support the countries of the Global South in taking the path of modernization. As the host country, China will continue to support the operation and development of the New Development Bank, and is ready to strengthen project cooperation with the New Development Bank, focus on green, innovative and sustainable development, and achieve more practical cooperation results. Xi Jinping pointed out that the rise of the Global South has become an important force in safeguarding world peace, promoting common development, and improving global governance. No matter how the international situation changes, the general direction of human development and progress will not change. China's development relies on self-reliance and hard work, and it will firmly safeguard its legitimate rights and interests and the common interests of the international community.

Rousseff thanked China for its long-term strong support for the development and growth of the New Development Bank, and said that under the wise leadership of President Xi Jinping, China has made extraordinary development achievements, played an important role in promoting global governance, and will be able to realize the vision of the great rejuvenation of the Chinese nation.
