On the afternoon of June 24, 2025, during his attendance at the 16th Summer Davos Forum in Tianjin, Vietnamese Prime Minister Pham Minh Tri met with leaders of Chinese funded enterprises such as China Railway Group Limited, China Railway Construction Corporation Limited, China Communications Construction Corporation Limited, and Bank of China Limited, focusing on cross-border railway and infrastructure cooperation between China and Vietnam, and clearly promoting the construction of the Lao Cai Province Hanoi Haiphong City railway project in December 2025.

During a meeting with Chen Wenjian, Chairman of China Railway Group Limited, Fan Mingzheng expressed the hope that enterprises would participate in the construction of the China Vietnam cross-border railway and the North South high-speed railway, and requested to accelerate the implementation of the projects. Chen Wenjian stated that since entering the Vietnamese market in 2005, China Railway Group Limited has undertaken projects such as the Hanoi Light Rail Line 2 and the communication signal renovation of the Rongshi to Saigon section, with a total bid amount of 1 billion US dollars. In the future, it will focus on promoting railway and urban rail projects in Hanoi and Ho Chi Minh City.

He called on China Railway Construction Corporation to assist in financing, technology transfer, and personnel training, and to closely coordinate with Vietnamese institutions.

China Communications Construction Corporation: Exploring PPP Model Cooperation

Fan Mingzheng affirmed the infrastructure contribution of China Communications Construction Corporation Limited in Vietnam for more than 30 years and suggested participating in railway and port construction through PPP mode. Wang Tongzhou, Chairman of China Communications Construction Corporation, proposed to intervene in the railway from Lao Cai Province to Hanoi and Haiphong City, the north-south high-speed railway, the subways of Hanoi and Ho Chi Minh City, as well as the Lai County Port, Can Tho Port, and offshore wind power projects.

Bank of China Limited: Financial Support for Infrastructure Benchmark Projects

In a meeting with Ge Haijiao, Chairman of Bank of China Limited, the two sides agreed to use infrastructure projects as a pivot to support the construction of Vietnam's international financial center and expand Bank of China Limited's business in Vietnam.

The China Vietnam Enterprise Forum was held in Tianjin, with representatives from companies such as Vietnam Railway Corporation and China Railway Rolling Stock Corporation Limited giving speeches.
