The construction of the Mulan Pumped Storage Power Station project in Xianyou, Fujian has made significant progress. The construction of the upper reservoir dam filling officially started on July 1, 2025, marking a key stage in the comprehensive construction of the main structure of the project. This national key project, located at the junction of Sheping Township and Caixi Township in Xianyou County, Putian City, Fujian Province, plans to achieve the goal of putting the first unit into operation and generating electricity by 2027.

As a key implementation project of the national "Medium - and Long Term Development Plan for Pumped Storage (2021-2035)" during the 14th Five Year Plan period, Mulan Pumped Storage Power Station will install four single unit capacity 350MW reversible water pump turbine generator sets. After completion, the annual power generation can reach 1.4 billion kWh, and the annual pumped electricity can reach 1.867 billion kWh. The dam of the upper reservoir of the power station is designed as a concrete face rockfill dam, with a height of 65.5 meters and a total filling volume of 2.06 million cubic meters. The filling construction is expected to be completed in March 2026.

China Energy Engineering Group Gezhouba Construction Co., Ltd., as the main construction unit, is responsible for the construction tasks of the upper reservoir dam project, permanent road project, etc. At present, 495000 cubic meters of earthwork excavation have been completed, and the progress of the dam foundation support project has reached 90%. Faced with complex geological conditions and challenges such as rainy season construction, the project team innovatively applied the "Intelligent Monitoring and Analysis System for Rolling Quality" to achieve intelligent control of the entire construction process through Beidou high-precision positioning technology.

After the completion and operation of the power station, it will significantly enhance the peak shaving capacity of Fujian power grid, and is expected to save 539000 tons of standard coal and reduce 1.16 million tons of carbon dioxide emissions annually. At the same time, the project will create an ecological landscape of "Gaoxia Pinghu", injecting new momentum into the economic and social development of Xianyou County, and achieving a win-win situation between ecological protection and economic development.
