Kazakhstan National Railway Company recently officially launched international bidding for two major railway construction projects, marking a new stage of cooperation between China and Kazakhstan in the field of infrastructure connectivity. After the completion of these two strategic projects, the regional transportation efficiency will be greatly improved, providing important cooperation opportunities for international infrastructure enterprises.

The first project is the construction of the third Harbin China border railway port project, and the bidding announcement will be released on May 22, 2025. The project is located in Abay Oblast, Kazakhstan, and will connect the Semey Aktogei railway line. It is planned to be completed before July 2027. The project adopts the EPC general contracting mode, and the main construction content includes the construction of a new single track railway and supporting port facilities. The payment method for the project is 30% advance payment, 60% progress payment, and 10% final payment, and will strictly comply with Kazakhstan's highest national safety standards (Level 1 responsibility level).

The second project is the Atenkli to Retgen double track railway project, and the bidding work has started on December 27, 2024. The project spans from Almaty Oblast in Kazakhstan to Zhezhou and is planned to be completed and opened to traffic before December 2026. Adopting the EPC general contracting model, the project will focus on constructing double track railways to enhance transportation capacity. The project payment plan includes a 30% advance payment, 68% progress payment, and 2% final payment, all in accordance with Kazakhstan's highest national safety standards (Level 1 responsibility level).

Analysts point out that the implementation of these two railway projects will effectively alleviate the transportation pressure at the existing China Kazakhstan border ports, further improve the efficiency of China Europe freight trains, and have significant implications for promoting economic and trade exchanges between China and Central Asia. Especially the construction of the third Kazakhstan China border railway port will create new logistics channels for both China and Kazakhstan, as well as the entire Central Asian region, and promote the process of regional economic integration.
