Kazakhstan National Railway Company officially launched international bidding for two major railway construction projects to the world on August 11, which will effectively promote China-Kazakhstan infrastructure connectivity to a higher level. The implementation of these two strategic projects will not only greatly improve regional transportation efficiency, but also provide valuable cooperation opportunities for international infrastructure enterprises.
Among them, the third Kazakhstan-China border railway port project has issued a bidding announcement on May 22, 2025. The project is located in Abai State, and will build a new single-track railway and supporting port facilities connecting the Seme-Aktoge railway line, which is scheduled to be completed and put into use in July 2027. As a turnkey project, the project adopts a payment method of 30% upfront, 60% progress payment plus 10% final payment, and strictly implements the highest security standards in Kazakhstan.

At the same time, the Atenkori to Rhetgen double-track railway project started the tender process in December last year. The railway double-track project connecting Almaty Prefecture and Hot Suzhou is expected to be completed in December 2026 and will significantly improve the transportation capacity of the existing line. The project also adopts the EPC general contracting model, with a payment plan of 30% advance payment, 68% progress payment plus 2% final payment, and the safety standard also reaches the highest level.
Kazakhstan State Railways has put forward clear requirements for bidders: bidders must have successful experience in railway EPC projects, and priority will be given to those with project performance in Kazakhstan or the CIS region. Bidding enterprises must submit detailed technical plans, competitive business quotations, and provide complete company qualification certificates and performance guarantees. The specific bidding deadline is subject to the information published by Kazakhstan's official procurement platform.
Industry experts pointed out that the implementation of these two railway projects will further improve the transportation network in Central Asia and strengthen Kazakhstan's strategic position as a transportation hub in Eurasia. In particular, the construction of the third China-Kazakhstan border railway port will open up new channels for economic and trade exchanges and logistics cooperation between China and Kazakhstan and even the entire region, which is of great significance to promoting regional economic integration and development. International infrastructure companies can closely monitor the progress of the project and actively participate in this major infrastructure construction opportunity.
